Ontario admin is getting more complex, not less.

CWELCC reporting. Base fees capped at $22/day. Enrollment records, attendance documentation, subsidy reconciliation, parent billing. Each one is manageable on its own — the problem is that most centers run them across four or five systems that don't talk to each other. So the work isn't the reporting. The work is making the reports agree.
