Sales Register System Service Providers (SaaS): Companies that offer the system on a subscription basis.
E-commerce and Digital Marketplace Operators: Platforms that issue invoices for transactions carried out on their digital marketplaces.
Self-Use Taxpayers: Taxpayers authorized to develop or purchase their own system exclusively for their own business operations.
2. Key Requirements to Become a Service Provider
To qualify as an electronic invoicing service provider, the following requirements must be met:
Legal Business License
The applicant must hold a valid business license registered in Ethiopia and operate in the software development or consulting sector.
Professional Capacity
The company must employ professionals holding at least a degree in Computer Science or Software Development with a minimum of 2 years of work experience. Specifically:
Supplier license: at least 4 qualified professionals
Service provider (SaaS) license: at least 6 qualified professionals
Performance Guarantee
A bank- or insurance-backed performance guarantee must be provided:

3. Where Can Taxpayers Get Electronic Invoices?
Taxpayers can obtain electronic invoicing through the following channels:
Accredited providers: By purchasing from or subscribing to sales register software suppliers or service providers accredited by the Authority.
The Authority's Cloud Sales Register System: Available in special circumstances with the Authority's approval — for example, newly registered taxpayers (for up to two months), taxpayers with capacity limitations, or taxpayers whose existing system experiences a failure.
E-commerce platforms: For transactions conducted on digital marketplaces, invoices can be obtained from the platform operator.
Before using the system, the directive requires every taxpayer to register on the Authority's online Taxpayer Portal and obtain a System Number and a Digital Signature.
