Here’s your August update on the GBP to EUR exchange rate for qualifying art market transactions: the €10,000 threshold converts to £8,701.19

As an Art Market Participant, HMRC recommends using a reliable source such as the Bank of England’s daily spot rate for currency conversions to stay compliant.

Please remember the above is for reference only. You must apply the exchange rate from the actual transaction date when determining whether cumulative transactions (including VAT and any extra fees) meet or exceed the €10,000 threshold.

One of the most easily overlooked risks? Letting your AMP registration lapse.

It’s surprisingly easy to fall out of compliance. Just one missed renewal deadline and you could face a financial penalty from HMRC.

How does it happen? If the business misses renewal notifications or the right person isn’t listed as the main contact, the process gets missed entirely.

To stay compliant:
- Log in to your AML Supervision account via Government Gateway and complete the required questions
- Pay the annual AMP fee

Take a moment today to check your renewal status, confirm your primary contact, and make sure your business stays compliant. Because HMRC won’t accept “we didn’t know” as an excuse.

On 13 June 2025, the Financial Action Task Force (FATF) announced its latest updates:

Added to the grey list:
British Virgin Islands, Bolivia

Removed from the grey list:
Croatia, Mali, Tanzania

There are no changes to the blacklist. However, Myanmar could face countermeasures if it fails to meet its action plan by October.

The FATF also announced several key updates, including:
- Changes to Recommendation 16 to make cross-border payments safer and more efficient
- New guidance on Recommendation 1 to support financial inclusion and the risk-based approach
Measures to protect NGOs from misapplication of the FATF’s Recommendations
- New resources to strengthen international collaboration
- Approval of new reports on complex sanctions evasion and proliferation finance schemes, as well as a comprehensive assessment of global terrorist financing risks.

Recommended actions:
- Monitor the FATF’s upcoming reports, as these may highlight new risks and red flags. Be prepared to adapt your compliance program accordingly.
- Review and update your risk assessments and due diligence processes to reflect the latest changes to the grey list.

Here is your June update on the GBP to EUR conversion rate for qualifying art market transactions. This month, the €10,000 threshold converts to £8,420.34.

Please note: This is for guidance only.

HMRC advises art market participants to use a reputable conversion source on the day of the transaction to determine whether cumulative transactions meet or exceed the threshold (including VAT and any additional fees) to ensure regulatory compliance.

As of 14 May 2025, Art Market Participants (AMPs) and High Value Dealers (HVDs) are now specifically named in UK Sanctions Law. You must abide by the requirements or risk penalties.

The Office of Financial Sanctions Implementation (OFSI) is responsible for ensuring financial sanctions are clearly understood, effectively implemented and robustly enforced across the UK. Accordingly, OFSI has produced guidance for AMPs and HVDs.

Key updates for the art market include:
1) Searching both the UK Sanctions List and OFSI Consolidated List* and;
2) Reporting frozen assets to OFSI.

Inclusion of the sector is designed to align the art market more closely with the UK’s broader anti-money laundering (AML) and sanctions enforcement frameworks. If you’re unsure how these changes might affect your business, feel free to reach out for a chat – we’re here to help.

Here is your May update on the GBP to EUR conversion rate for qualifying art market transactions.

As an Art Market Participant, you are advised by HMRC to use a reputable conversion source such as the Bank of England’s daily spot exchange rate to ensure compliance.

Please remember that you must complete due diligence checks on transactions including linked transactions (including VAT and additional fees) that meet or exceed the threshold of €10,000. For May 2025, this threshold converts to £8,510.14.
