Every scheme you fund is priced by a supply chain you cannot see into.

Your number came from a contractor. Theirs came from thirty subcontract quotes. Each of those came from an estimator working off a take-off done in a fortnight, from drawings that were not finished.

Three layers below your board paper, someone measured a quantity. Your cost certainty sits on that measurement, and you have never seen it.

When it is wrong, it does not stay wrong quietly. A missed quantity becomes a scope gap, then a variation, then a claim, then contingency you had allocated elsewhere. By the time it reaches you, it has been through three commercial teams and comes with a story attached.

The main contractor compared your quote at face value against one that excluded half of what you included.

Yours carried design responsibility, temporary works, and warranties. Theirs carried none of itโ€”making it look cheaper on the front sheet. That isn't competition; it's a comparison error.

Levelling fixes this. Strip every return back to a common scope, add exclusions back in, adjust for attendances and payment terms, and compare what remains. The cheapest bid on submission is very often the dearest one once that work is done.

When levelling gets cut short under tight deadlines, main contractors buy packages with scope gapsโ€”and pay for those gaps later through variations.

The gap between the QS report and the contractor's valuation is where your contingency goes.

Two numbers. Two organizations. Two sets of records describing the exact same building on the exact same day.

It happens on almost every scheme. The cost plan sits with the QS, the change log sits with the PM, the subcontractor exposure sits with the contractor, and the savings tracker sits wherever somebody last saved it. All defensible. None of them reconcile.

Then the board asks why the outturn has moved, and finding out takes a fortnight. By the time you have your answer, the number has shifted again.

Three objections I get from commercial directors, and the honest answers.

I would rather put these in public than handle them one awkward call at a time.

One. "We already have systems." You do. But those are tools, and the tools are not the problem.

The cost is not inside your measurement software or your pricing sheetโ€”it sits in the space between them, where a quantity gets re-keyed and a quote gets re-typed.

Having systems and having a connected commercial function are different things. The fact that you have systems is not an argument against fixing the joins; it is the reason the joins exist.

Two. "Our estimators will not adopt it." Often true, for a good reason. Adoption fails when software adds a step, another login, another export.

If that is what this were, your estimators would be right to reject it. The test is whether it removes steps they already do by hand.

Measurement that becomes the bill without re-keying is not a new taskโ€”it is the deletion of an old one. Adoption follows subtraction.

Three. "You are pre-beta." Correct. We are.

I will not dance around it, because the honest version is the whole point. Tender Intelligence is in beta from Q3 2026. If you need finished, proven software today, we are not that today.
