राष्ट्रिय मानव अधिकार आयोगले Rabi Lamichhane लाई जेनजी आन्दोलनका क्रममा मानव अधिकार उल्लंघन मात्र नभई कारागार ऐन २०७९ को दफा ४९ अन्तर्गत पर्ने सम्भावित ‘फौजदारी अपराध’ समेत ठहर गर्दै घटनामाथि सूक्ष्म अनुसन्धान गर्न सरकारलाई स्पष्ट सिफारिस गरेको छ। साथै अन्य सिफारिस गरिएका नाममाथि पनि निष्पक्ष अनुसन्धान गर्न भनिएको छ। लोकतन्त्रमा व्यक्ति होइन, कानुन ठूलो हुनुपर्छ, त्यसैले सत्ता, शक्ति, लोकप्रियता वा भीडको आडमा कसैले पनि उन्मुक्ति पाउनु हुँदैन।
