A teaming agreement is the contract a prime and a subcontractor sign before a government bid is even submitted, long before anyone has won anything.

The danger is signing one that does not actually bind. A Virginia Supreme Court case made it concrete: the agreement promised a 41% workshare, the prime won, and then offered only 22% in subcontract negotiations. The court sided with the prime, because the subcontract depended on future good-faith negotiation. A number on paper is not a contract.
Make the agreement specific. Attach the essential subcontract terms and pricing as an exhibit before you sign.

In government contracting, compliance is king. A proposal with the best technology and the lowest price still loses if it cannot trace its solution back to the exact requirements in the solicitation.

The tool that prevents that failure is the compliance matrix, and the discipline is to build it before any writing starts. Shred Sections L, M, and C, sweep for mandatory language (shall, must, will, provide, submit), and turn every instance into a tracked row with a citation, an owner, and a status.

A requirement that never makes it into the matrix never gets answered.

A complex government proposal is split into separate volumes, each scored by its own panel. Offshore technical teams almost always draft Volume I, the Technical Volume.

The difference between a strong technical volume and a weak one comes down to one habit. A weak volume restates the requirement back to the government. A strong volume proves how the work actually executes: code review on every pull request, automated tests on every merge to staging, and user acceptance testing against the criteria in the Statement of Work.

Write to how, not whether.

A government proposal is not read the way a cover letter is read. It is scored against a fixed rubric.

Inside a U.S. government source selection, evaluators work under real time pressure, reading thousands of pages and scoring strictly against the criteria in Section M of the solicitation. A strong technical approach that fails to address a single mandatory requirement becomes a material deficiency, and that can remove the bid from the competition before its quality is ever considered.

For an offshore technical subcontractor, the takeaway is simple. Read Section M first. Map every paragraph to a scoring criterion. Make the evaluator's job effortless.

For SLED, it matters wherever federal funds are involved. As an offshore subcontractor, Techtiz does not register. The prime does, and we align to it.
