2. Smart Infrastructure Investment: Building shared HPC/GPU resources and closing rural connectivity gaps will democratize access, leveraging Panama’s renewable energy advantage. Ensuring a sustainable energy supply, given the country’s reliance on hydroelectric power, will be critical to long-term success.
3. Comprehensive Governance Framework: Developing modern AI legislation and ethical standards will strengthen trust with citizens, partners, and investors. Updating Law 81 to reflect today’s AI environment will keep Panama aligned with international best practices.
4. Sector-Specific Applications: Panama’s winning strategy lies in applying AI to its strongest sectors, such as logistics, biodiversity, healthcare, agriculture, and energy, rather than competing with Big Tech. Achieving this requires continuity and a long-term vision that extends beyond five-year government cycles.
