The Texas Railroad Commission sent Elaine Williams a letter alerting her that the state was permitting an oil and gas corporation to extract her minerals without compensating her. Williams had been approached by several businesses about signing a gas drilling lease over the years, but she was concerned about the noise, pollution, and other issues that often accompany urban drilling.
