Quick question for Florida dispensary operators: how many compliance dates are on your Q4 calendar right now?

Because we count at least five between now and New Year's — and none of them are dates you control. The h**p ban lands November 12 or December 11 depending on a House vote expected in September (synthetic cannabinoid products exit November 12 no matter what). The DEA rescheduling judge now has everything he needs to rule, on no particular schedule. The long-overdue final order on 22 new licenses could drop any week. And the emergency rules the program has run on since 2017 are being rewritten into permanent form, comment window by comment window.

The stores that come out of this quarter ahead won't be the ones that guessed the outcomes right — they'll be the ones for whom no outcome required a scramble. Decide now what changes in your store on each date, and headline day becomes an ex*****on day.

If your dispensary has been planning around November 12 — the federal h**p ban date — Congress just complicated your quarter.

Early Saturday morning the Senate passed a funding bill that would push most of the h**p-THC restrictions to December 11. But it's not law (the House version says nothing about h**p), synthetic cannabinoid products still lose protection November 12 regardless, and the White House is signaling this is the only extension anyone gets.

Meanwhile the customers aren't waiting on Congress: surveys already show h**p shoppers shifting to licensed stores, and payment processors are dropping h**p merchants ahead of the change.

Heads up, Florida operators: as of July 27, the state Registry blocks medical card applications — initial or renewal — unless the patient has a current or scheduled physician certification with open orders.

Virginia just approved up to 350 cannabis retail licenses, with the first legal sales starting July 1, 2027.
