Central government employees are set to see a hike in their salaries after the Union Cabinet last week approved the reformed allowance structure under Seventh Central Pay Commission. This will happen despite House Rent Allowance (HRA) rates being lowered under the pay panel.
The pay panel led by Justice AK Mathur had recommended HRA to be paid at 24 per cent, 16 per cent and 8 per cent of the basic pay for X, Y, and Z cities, as opposed to 30 per cent, 20 per cent and 10 per cent for the same, as stipulated by the preceding Pay Commission. Considering the recent inflation trends, these rates will be raised to 27 per cent, 18 per cent and 9 per cent when Dearness Allowance (DA) crosses 25 per cent. It will be hiked again to 30 per cent, 20 per cent and 10 per cent when the DA goes over 50 per cent.

Considering how the lowered HRA rates will be bothersome for employees in the lower salary brackets, the amount to be paid under HRA will never be lower than Rs 5,400, Rs 3,600 and Rs 1,800 for X, Y, and Z cities respectively. These numbers were reached by calculating HRA at 30 per cent, 20 per cent and 10 per cent of the minimum basic pay, which is Rs 18,000.

For a Class X city, HRA at 30 per cent of the previous basic pay, that was Rs 7,000, added Rs 2,100 to the pay check. On the other hand, HRA under 7th Pay Commission in a similar city will not go under Rs 5,400. This amounts to a 157 per cent increase in HRA awards than what was being paid earlier. This is expected to benefit 7.5 lakh central government employees working Level 1-3 jobs.

For higher positions, Cabinet Secretary and corresponding officials posted in Class X will be paid Rs 60,000 as HRA, against Rs 27,000 paid earlier, after their basic pay goes up to 2.5 lakhs on recommendations of 7th Pay Commission. This will be a 122 per cent hike.

The changes in allowances will be apparent in July salaries of central government employees after the Cabinet decision approving them is notified in the Official Gazette. The government is planning to do this within this week so that the employees can get the benefits from July itself.

The Cabinet approved the pay and pension recommendations under 7th Pay Commission back in August, 2016 but held back its decision on allowances. The reason behind this was the extensive changes recommended by the pay panel and dissent of central government employees over many of these changes.

Apart from the decline in HRA, the 7th Pay Commission had also suggested 52 allowances to be scraped and 36 other to be subsumed with other allowances. The Cabinet retained 12 allowances out of the ones recommended for abolition. Three of the allowances meant to be subsumed will also be maintained as separate entities due to their unique nature.

The Cabinet formed a Committee on Allowances under Finance Secretary Ashok Lavas who submitted his report in April this year. The report was then sent to Empowered Committee of Secretaries (E-CoS) for review and to consolidate recommendations by Lavasa Committee into proposals for the Cabinet.
Once through with it, the Empowered Committee handed over its proposals to Finance Minister Arun Jaitley on June 1. These proposals were presented and approved before the Cabinet on June 28.

Here's what allowance structure under Seventh Pay Commission Union Cabinet consented to.
The Union Cabinet finally approved the reformed allowance structure under the Seventh Central Pay Commission with 34 modifications on Wednesday evening. The modifications will be effective from July 1, 2017, confirmed Finance Minister Arun Jaitley, and will affect 34 lakh civilian employees and and 14 lakh defence employees.

House Rent Allowance

Much has been expected by the central government employees on House Rent Allowance (HRA) which constitutes the bulk of their salaries. The Cabinet approved HRA at 24 per cent, 16 per cent and 8 per cent of basic pay for Class X, Y and Z cities respectively. It will not be less than Rs 5,400, Rs 3,600 and Rs 1,800 every month calculated at 30 per cent, 20 per cent and 10 per cent of minimum pay of Rs 18,000.
This will be first time ever that HRA has been brought down. The previous pay panel had pegged HRA rates at 30 per cent, 20 per cent and 10 per cent of the basic pay.
The HRA rates will be revised when Dearness Allowance (DA) crosses 25 per cent and 50 per cent respectively. The new rates will benefit more than 7.5 lakh employees.
Allowances for defence personnel
Allowances paid under Siachen Allowance have been increased to Rs 30,000 per month for soldiers and Rs 42,500 per month for Army officers for extreme risk and hardship. Earlier Rs 14,000 were paid to soldiers and Rs 21,000 to officers every month under this head.
Allowance to pensioners
The Union Cabinet increased Fixed Medical Allowance for pensioners to Rs 1,000 per month from Rs 500 per month that was paid earlier. Constant Attendance Allowance on 100 per cent disablement has also been increased from Rs 4,500 to Rs 6,750 per month.
Allowances to nurses and ministerial staff in hospitals
Nursing Allowance has been increased to Rs 7,200 per month from Rs 4,800 per month, whereas Operation Theatre Allowance has been hiked to Rs 540 per month. Hospital Patient Care Allowance/Patient Care Allowance (HPCA/PCA) will now be Rs 4,100 to Rs 5,300 per month.
With the new allowance structure, the 7th Pay Commission had predicted the combined additional financial implication at Rs 30,748.23 crore per annum. The Justice AK Mathur-led pay panel had also recommended revised allowance rates proportionate to DA paid to central government employees.
However, there has been no word whether arrears will be paid to government staff on modified allowance rates or not.

Completing a test phase, Twitter on Thursday announced the widescale debut of a new "Explore" tab for iPhone and iPad users, grouping together several features including a relocated Moments interface.



The new tab highlights ongoing live video, as well as trending hashtags and topics. It also includes a search bar, and pushes Moments —aggregated posts connected to a single news topic —into a "Today's Moments" category. In fact Explore replaces a formerly dedicated Moments tab.

Explore appears to be rolling out gradually on iOS. For Android device owners, it's only expected to deploy "in the coming weeks."

Testing of the feature began several months ago, with the earliest reports of the feature seen in October.

While still a popular service, Twitter has struggled to achieve real growth, especially versus its rivals Facebook and Snapchat. The company has been adopting a variety of tactics in response, such as lifting some character limits, and integrating live video.

Indeed the company has been broadcasting live content from some high-profile sources, including the MLB, NBA, NFL, and Bloomberg. On the Apple TV, users can even tune into video and watch tweets filter in at the same time.

Twitter has hinted at plans to eventually air live video 24/7 via both its website and app. That’s coming from the mouth of its CFO and COO Anthony Noto, who discussed plans for an always-on Twitter with BuzzFeed News on Wednesday morning, ahead of the company’s earnings report.

Refusing to offer a timetable for the feature, he did acknowledge that the micro-blogging platform wants to build on the more than 800 hours of live shows it aired in the first three months of 2017, including live sports, election coverage and programming from Bloomberg, BuzzFeed and the like….
