UK Government proposes £15,000 cap for new minimum energy efficiency standards for private and social landlords.

Our previous analysis showed that if (private) landlords just did the minimum it would cost the economy £5bn, but if they did the most impactful upgrades could it could add £5bn to the economy.

Why not do away with pe***ng MEES to EPCs and instead focus on improvements:

- Apart from windows / doors, only make simple insulation measures mandatory - i.e. loft, cavity wall, sealing uncontrolled draughts).

- Include a thermal survey and smart home monitoring as part of the cap that can identify draughts, monitor impact, and shift behaviour.

- If Solar PV is possible, then this should be maximised within the cap (i.e. no one or two panels on a huge roof just to get to a C). Battery storage can also be included.

- And I suspect not everyone will want to have a heat pump right away so why not include a heating transition plan that sticks with the property as part of the cap? That way when a boiler is due to be replaced it's not replaced like-for-like. It also gives people more time.

- Most importantly, there needs to be support - low / interest free loans as a minimum.
