AI didn’t make engineers less valuable. It made average engineers visible.

This week, two of our leaders took the stage at Startup Moldova Summit 2026, sharing perspectives shaped by what we see every day on the ground.

🚀 Mihai Sochirca — Co-Founder & Interim CEO
Panel: How AI is Reshaping Business and Society

AI isn't a future story. It's already here, reshaping what clients buy and how teams operate. Mike covered where AI is still underrated (cybersecurity has massive untapped potential), why speed has become the ultimate differentiator, and how demand is shifting toward AI-enabled end-to-end solutions. The engineering mindset has to evolve. Those who do — will thrive.

🚀 Elena Bejan — VP of People and Operations
Panel: The Future of Talent

Elena brought the market reality. Clients aren’t hiring developers — they’re hiring speed and adaptability.
Time-to-productivity has collapsed from months to weeks. We’re no longer hiring people to write code. We’re hiring people who turn ideas into shipped products. AI is raising the baseline of what “entry-level” means.

Three things stood out across both panels:
1️⃣ Speed is the new standard. Clients expect builders who contribute from day one, not people who need six months to warm up.
2️⃣ AI raises the bar, not just the ceiling. Low-value entry tasks disappear. System thinking, product judgment, and validation skills matter more.
3️⃣ Education needs a faster lane. Curricula can't keep up with market demand. The real opportunity: parallel pipelines that reskill adults and upskill existing talent, quickly.

Proud to bring our knowledge back to the community and keep pushing the tech ecosystem forward in Moldova, across Europe, and globally.

Four years ago we started asking our engineers one honest question every six months:
"Would you recommend Index.dev to someone you trust?"

Along with it, we ask about support, communication, and the overall experience.

We just closed our 8th consecutive survey.

The result? 76.79🚀

In an industry where 50 is strong and 60 is world-class, we’ve stayed above 70 for four years in a row.

What matters most to our talent:
→ The freedom to focus without endless meetings
→ Simple, predictable payments, on time
→ Real human support when things get complex

We're not perfect.
But we listen, act, and keep improving. And the numbers show it.

Index.dev has acquired Hirebolt (Y Combinator S21)🚀

Hirebolt is backed by Y Combinator one of the world’s most recognized startup accelerators, with companies like Airbnb, Stripe, and Dropbox in its network. Founded by Alex Zhou and Lorenzo, Hirebolt built a high-performance matching engine designed for speed, accuracy, and scale.

Now, that technology moves into a much bigger space.

Together, we are evolving Hirebolt into an AI engineering capacity layer, designed to give companies faster, more reliable access to global software engineers and AI evaluators.

This means:
• Access to a vetted global talent network
• Instant search and matching powered by improved algorithms
• AI-augmented teams for flexible delivery
• Expert evaluation built into the process

This marks our second acquisition in six months, following Codemotion, and reflects our continued focus on building a platform for AI engineering delivery at scale.

More to come.

4 years. 10 engineers. 3 still embedded today🚀

That's our partnership with All Human, an award-winning Irish digital consultancy building platforms for some of Ireland's biggest organisations like An Post, Irish Life, Fáilte Ireland.

When we started working together in 2022, they faced a challenge.
Multiple client projects running at the same time. Each with different stacks, different timelines, different pressures. Engineering demand that changed month to month. And a core team that couldn't stretch to cover everything.

What they needed were engineers who could plug in fast, build real knowledge of the systems, move between projects as priorities shifted, and stay long term.

That's what we helped with.

Over time, 10+ engineers joined their team through Index.dev, working across React, Next.js, Kentico, .NET, and Azure projects. Four years later, the collaboration is still going strong. And last October, after years of working remotely, both teams finally met in person in Dublin.

Some things are just easier to see face to face.

Most hiring processes are built to filter out risk. Not find capability.
The result? Engineers who look great on paper, pass every interview, and need six months before they're useful to your team.

We built Index.dev around the opposite: Speed with precision.

Engineers like Nikola, Carlos, and Tomáš have already operated in complex systems at SaaS companies, fintech platforms, and high-growth startups. They’ve handled production incidents, migrated legacy systems to the cloud, owned delivery end to end, and solved the exact kind of problems you're dealing with right now.

Three things that make the difference:
➡︎ Context awareness. They've worked in messy, high-stakes environments before. They ask about constraints, dependencies, and trade offs early. They understand the business context, not just the ticket.
➡︎ Operational maturity. Reliability, cost, security, performance. They think in systems, not isolated features.
➡︎ Ownership mindset. They stay accountable through deployment and beyond. Monitoring, fixes, improvements. Not just pull requests.

And they're AI-enabled.
They use AI tools daily to speed up delivery, review code, test faster, and reduce avoidable errors. They can integrate AI into your existing product or help you build an AI MVP from the ground up.

When your problem is specific, the talent has to be too.

We were at TechArena in Stockholm last week. It's a market we know well. We've worked with companies like Fishbrain there and we're looking to work with many more.

Eugene Garla represented Index.dev and Codemotion across a week of real conversations with founders and scaleups.

A few things stood out.

1️⃣Defence is now a tech problem. Europe is done outsourcing its resilience and that changes where serious engineering talent goes next.
2️⃣Nobody was asking whether to adopt AI. They were asking how far behind they already are. Agents and automation are the baseline now.
3️⃣Sweden showed the contrast clearly. Lovable is building at the frontier. Ericsson is still figuring out internal AI adoption. Same country, same talent pool, completely different urgency. That gap exists everywhere.

Closing that gap is exactly what Index.dev and Codemotion are built for.

If you're hiring in the Nordics, we likely already have who you need. Senior AI engineers. Backend specialists in Python and Go. Cloud and DevOps engineers who build for scale. Tech leads who move products from idea to release.

All vetted, matched to your stack, with compliance, payments, and onboarding handled.

Quantum-secure satellite communications. Singapore. Relocation required. FPGA + quantum expertise.
Most recruitment platforms would’ve walked away.

When SpeQtral came to us in 2022, they had a problem we see often with deep-tech companies:
The role was incredibly specific, the talent pool was tiny, and most qualified candidates weren't interested in moving halfway across the world.

Speqtral works on quantum key distribution (QKD) – basically unhackable communication systems using quantum physics. Cool stuff. But that kind of work demands engineers with a rare mix of FPGA depth and quantum communication know-how.

These profiles don’t show up often.

Here's what we did:
➡︎ Focused the search on Eastern Europe, where deep technical expertise and relocation readiness overlap
➡︎ Pre-screened for both hard skills (FPGA design, protocols) and soft skills (collaboration, adaptability)
➡︎ Found a FPGA engineer who fit their budget, technical needs, and team culture
➡︎ Supported the entire relocation process, from visa to onboarding

Outcome:
✔One successful FPGA hire.
✔A year later, Speqtral returned for a C++ engineer. Same process, same outcome.

Roles like this need precision, follow-through, and reliability.

If your engineering role feels impossible to fill – too niche, too specialized, too specific on location or budget – that's where we work best. The harder the requirement, the more our global network matters.

Great companies are built by great talent.
Great partnerships are built by showing up, again and again.

Our VP of Talent, Eugene Garla, recently attended the Panathēnea community event in Greece and had the chance to hear Naren Shaam, Founder and CEO of Omio, share his journey building one of Europe’s leading travel platforms.

Omio partnered with us back in 2021. Since then, we’ve placed 6 developers who helped build products moving millions of travelers across Europe.

When we get the chance to reconnect with clients in person, we always take it. These moments matter. They remind you that behind every hiring decision, every line of code, every roadmap milestone, there are people solving hard problems together.

That's how you build teams that last. Not just contracts that close.

This week, the full Index.dev + Codemotion team came together for our bi-monthly all-hands — the second since the acquisition — to connect, align, and spark collaboration 🚀

Regular meetings like this are how we stay sharp, ambitious, and in sync across global teams.

Yaroslav Golovach presented Codemotion's H1 2026 direction. AI-assisted development is here, live on client projects, with senior engineers orchestrating delivery. Strategic client re-engagement and champion account expansion. Tapping deeper into LatAm's talent pool. And a strategic push to Upwork with the infrastructure to dominate.

Sergiu Matei laid out Index.dev's growth trajectory. Converting 2M+ monthly website visitors into client relationships. Scaling North Star accounts and unlocking referral networks. Making strategic leadership hires—VP of Sales and VP of Marketing—to accelerate what's already working. Doubling down on MVP delivery and outsource projects. And continuing our M&A: acquiring great companies and making them greater through integration.

By combining talent, processes, and vision, we create a connected, high-velocity organization capable of delivering smarter, faster, and at scale.

H1 2026 is mapped. The team is aligned. The infrastructure is ready.

Now we build.

There are moments that make everything we do worthwhile.

Every year, the Index.dev team is proud to contribute to The Moldova Project’s Winter Project, bringing joy, wonder, and smiles to children from vulnerable families, and 2025 was nothing short of magical.

This past December, the Winter Project touched the lives of over 1,500 children across 42 villages, filling their days with laughter, surprises, cakes, dance, and the belief that Santa—and miracles—truly exist.

This year, we opened the campaign to our developer community and Codemotion, proving how powerful collective action can be.

Being part of this initiative inspires both pride and gratitude. The happiness on the children’s faces reminds us of the power of kindness and why we return to this project year after year.

A heartfelt thank you to The Moldova Project team, Victoria Morozov, and all the volunteers: your tireless work, empathy, and ability to coordinate such a massive effort (1,500 kids!) is nothing short of heroic. We are humbled to be listed alongside so many incredible partners.

To every Indexer who contributed this year and in years past—thank you. Your generosity plants seeds of hope. It shows children that the world can be kind, that miracles do happen, and that they truly matter.

Even the smallest acts of kindness can make a world of difference 💜

Xperts skipped 3+ months of hiring—and got a senior Django developer who already knew their codebase.

Here’s how:
When they acquired part of Crowdbotics, they inherited a backend developer we’d placed there. He was already delivering, trusted, and fully embedded in active projects.

They kept him. The result?
→ Zero onboarding delays
→ Projects stayed on schedule
→ Backend so solid, clients are renewing and referring new work

Sometimes the best hire is the one you don’t have to make.
