While permanent hiring stays subdued, the temp market is moving in a different direction.
Temp billings growth in April hit its strongest level in two and a half years. Businesses still need resource. They are just becoming more cautious about how they access it.

Flexible hiring reduces long-term commitment and lowers risk. For agencies that can service it, that is a real opportunity right now.

The market has shifted. But you do not have to overhaul your entire business model overnight.
Here are four practical steps perm-focused agencies can take right now, without losing what makes them strong.

Which of these is your agency already doing?

44 consecutive months of declining permanent placements.

The pace of decline is easing, which is encouraging. But the perm placements index is still sitting at 47.5. Anything below 50 signals contraction.

The market has not broken. But it has changed. Agencies waiting for things to go back to 2021 may be waiting a long time.

What are you doing differently in the meantime?

More people are actively looking for work than at any point since 2021.

That sounds like good news for recruiters, but more candidates doesn't automatically mean better matches. With application volumes up and hiring more selective, the challenge is quality, not quantity.

How are you managing the signal-to-noise ratio in your pipeline?

Tech hiring isn't slowing down. More than a third of UK businesses are planning to grow their IT and technology teams this year.

While the wider market stabilises, digital and tech roles remain one of the most active areas of demand. If that's your patch, now is the time to make sure your pipeline reflects it.

The best recruiters in a slower market aren't working harder. They're working with more clarity.
They know which sectors are actually hiring. They know what their pipeline data is telling them. They go into client calls with insight, not just availability.

Recruitment has always been a relationship business. But right now, it's also a judgment business. The agencies that win in 2026 will be the ones that back instinct with evidence, and effort with intention.

What does working with clarity look like for you this week?

Recruiters are doing significantly more with significantly less.

93% more applications per person. Teams 14% smaller than in 2021. And clients expecting better, faster, more considered shortlists.

Something has to give, and for most agencies it's the time spent on relationships. That's exactly where the damage shows up downstream.

The overall vacancy number is down. But that doesn't tell the whole story.

Tech hiring is growing. 37% of UK businesses are planning to expand their IT and technology teams this year. Engineering firms are struggling to fill roles, with 76% reporting difficulty recruiting for key technical positions. And construction is facing one of its most acute skills shortages in decades, despite a softer market overall.

The agencies that are busiest right now aren't the generalists waiting for the market to pick up. They're the specialists who know exactly where demand is sitting, and have the pipeline to move on it quickly.

Which sectors are keeping you busiest at the moment?

76% of engineering employers are struggling to find the technical talent they need right now.

Vacancy numbers may be falling overall, but skills shortages in engineering, IT, and construction are getting sharper, not softer. For specialist recruiters, that's a real opportunity to add value.
