If you see this message in GMAIL (on Android) and cannot access your primary email.
It is related to Google play services.. which was wanting me to complete setup... but this did not fix the issue!
I went to settings... apps... Google play services... click on three dots on top right and uninstall the update (Which was suggested as a way to fix it).
This did remove the message temporarily... but it came back soon after. And the emails were still offline although the message was gone. So...
Google are investigating and hopefully will fix the Google play services issue soon.
