At 6:02 p.m., an AI agent is about to disable a contractor’s account.

The offboarding workflow says the contract ended at 6:00. The agent has the administrative tool, and the relevant policy appears to require immediate removal.

Should it act?

Before the lockout occurs, the organization still needs to establish that this is the correct person, account, and system; that the instruction is current; that the requester has authority for this specific change; and that sufficient evidence supports the consequence now.

The tool proves capability.
The workflow provides sequence.
The policy provides context.

None of them, alone, creates authority.

Tool access is not authority.

Your AI passed evaluation. That does not automatically authorize today’s action.

A model may have been evaluated under one set of sources, permissions, tools, and workflow conditions. Months later, the evaluation can remain valid evidence about what was tested then, while no longer being sufficient for the system and action proposed now.

Before an AI agent sends a document, changes access, updates a record, triggers a workflow, or communicates externally, the organization still needs to establish the specific action, present consequence, current authority, and current evidence.

A past review is not permanent permission.

Historical evaluation is not current reliance.

We teach AI to recognise patterns.

But the relationship is no longer one-way.

AI systems can influence which evidence we see, which options appear important, and which questions we ask.

The critical governance boundary appears when that perception can become action.

An AI agent may send a document, update a record, trigger a workflow, or communicate externally.

A useful pattern is not permission.

A confident recommendation is not permission.

Before AI acts, the organisation must still establish whether this exact proposed action may create this exact consequence now.

A human approval can be valid — and still become stale before the AI acts.

A proposal is reviewed.
A human approves it.
Ex*****on happens later.

But during that delay, the target, evidence, authority, system state, or intended consequence may change.

The original approval documents a valid decision made under earlier conditions.

It does not automatically create permanent permission.

Escalation should return to revalidation — not directly to ex*****on.

Human approval is essential.

Current permission must still be established before consequence.

Five things can be true — and the next AI action may still lack permission.

The agent has the capability.

Its identity and access are valid.

The policy is approved.

The evidence package is complete.

Monitoring and audit are active.

None of these, independently, answers the operational question:

May this specific proposed AI action create this specific consequence now?

That is the role of Pre-Ex*****on Action Admissibility.

The governed object is not the model in general.

It is not the policy in general.

It is the specific proposed action immediately before an external or binding consequence.
