Most government IT projects are won or lost before the work begins.

They are won or lost in the vendor selection process.

The right questions in procurement save years of pain. Most departments never ask them. Here are the six that matter most.

After 13 years in government IT across Bihar, Jharkhand, Delhi and UP, here is what separates a partnership that works from one that does not.

It comes down to the questions asked before the contract was signed.

1. Local presence and ground experience
Have they delivered projects in your state or region before? A vendor who understands the local administrative culture, language, and ground realities will always outperform one managing remotely from another city.

2. Post go-live support commitment
What does their support look like 90 days after launch? Ask specifically. A helpdesk ticket number is not support. Embedded on-ground presence during the critical adoption window is.

3. Proven adoption track record
Can they show you a system that government staff are still actively using two years after go-live? Launch events are easy. Sustained adoption is the real measure.

4. Data security and compliance standards
Do they follow government data protection requirements? Role-based access controls, encrypted transmission, and audit trails should be built into the delivery process, not added as an afterthought.

5. Experience handling government scope changes
Priorities shift. Officers change. Schemes get restructured. A vendor who has only worked in the private sector will treat this as a crisis. Ask how they have handled mid-project changes in past government engagements.

6. Clear definition of success
Do they measure success at go-live or at 90 days post-launch? If their answer is UAT sign-off and handover, their incentives are misaligned with your actual outcomes.

These questions will not guarantee a perfect partnership. But they will separate the vendors selling a product from the ones offering a commitment.

Bihar just signed agreements with Google, Microsoft, CoRover and Sarvam AI to accelerate AI adoption across the state.

This is not just another government announcement. It is a signal.

When a state government partners with four of the biggest names in AI in a single week, every government department, IT company and technology professional in Bihar should pay attention to what comes next.

In July 2026, the Bihar government formalised partnerships with Google, Microsoft, CoRover (BharatGPT) and Sarvam AI to strengthen AI adoption across governance, education and workforce development. These agreements focus on technical expertise, capacity building, innovation support and knowledge sharing. They are non-financial, meaning the real value lies in the long-term direction they set.

Here's what it means.

For government departments:
Citizen expectations for digital services are about to rise. Departments with clean data, digital workflows and trained teams will be ready to adopt AI faster. Those still dependent on manual processes risk falling behind.

For IT companies:
