✔ Most individuals & companies must file their own tax returns
✔ Tax payable based on personal progressive rates (0%–30%) or corporate tax (~24%)

📌 LHDN 官方最新澄清要点:

1️⃣ 过渡期延长至 12 个月
✅ 过渡期:2026 年 1 月 1 日至 12 月 31 日
✅ 期间内只要企业遵守放宽规定(Relaxed Rules),将不会被罚款
⚠️ 注意:正式实施日期仍然是 2026 年 1 月 1 日,并非延后至 2027 年

2️⃣ 允许使用 Consolidated e-Invoice(汇总电子发票)
✅ 企业可将一个月内的交易汇总成一张 e-Invoice
✅ 即使买家要求发票,或涉及部分自开票(Self-Billed),仍可使用
⚠️ 仍需每月提交一次(通常需在次月 7 日前完成)

3️⃣ 商品 / 服务描述填写更灵活
✅ “Product / Service Description” 栏位不再受限固定格式
✅ 可按实际交易内容填写,降低被系统 reject 的风险

4️⃣ 建筑材料批发与零售商特别规则
✅ 允许使用 consolidated e-Invoice
❗仅当 单笔交易超过 RM10,000 或 买家特别要求 时,才需开立 individual e-Invoice

🧾 出口前处理方式正确,SST 退税才有保障

根据最新指引,出口商品在不涉及任何增值或加工行为的前提下,仍可申请销售税(SST)退税。

📦 以下出口前操作,通常仍符合退税条件:
✅ 贴标
✅ 基础包装
✅ 重新包装(不改变商品本质)

✅ 上述操作仅属于形式处理,不会影响商品的价值或性质。

🚫 若出口前出现以下情况,将导致退税资格失效:
❌ 任何形式的增值加工
❌ 制造或再制造活动
❌ 其他加工、改造或处理行为

【2026 e-Invoice Phase 4|Key Implementation Highlights】

📌 Latest Official Clarifications from Inland Revenue Board of Malaysia (LHDN):

1️⃣ Transitional Period Extended to 12 Months

✅ Transitional period: 1 January 2026 – 31 December 2026
✅ No penalties will be imposed during this period, provided businesses comply with the Relaxed Rules
⚠️ Note: The official implementation date remains 1 January 2026, not postponed to 2027

2️⃣ Use of Consolidated e-Invoice Is Allowed

✅ Businesses may consolidate monthly transactions into a single e-Invoice
✅ Applicable even when buyers request invoices or in partial self-billing scenarios
⚠️ Submission is still required once per month (typically by the 7th of the following month)

3️⃣ More Flexible Product / Service Descriptions

✅ The “Product / Service Description” field is no longer restricted to a fixed format
✅ Descriptions may reflect actual transactions, reducing the risk of system rejection

4️⃣ Special Rules for Building Materials Wholesalers & Retailers

✅ Consolidated e-Invoice is permitted
❗ An individual e-Invoice is required only when:

A single transaction exceeds RM10,000, or

The buyer specifically requests an individual invoice

🧾 Proper Pre-Export Handling Ensures SST Refund Eligibility

Based on the latest guidelines, exported goods may still qualify for Sales and Service Tax (SST) refunds provided no value-added or processing activities are carried out before export.

📦 The following pre-export actions generally remain eligible for SST refund:
✅ Labeling
✅ Basic packaging
✅ Repackaging (without altering the nature of the goods)

✅ These actions are considered form-related handling only and do not affect the value or nature of the goods.

🚫 SST refund eligibility will be invalidated if the goods undergo:
❌ Any form of value-added processing
❌ Manufacturing or re-manufacturing activities
❌ Any other processing, modification, or alteration

✅ SST refund eligibility depends on whether the handling changes the value, purpose, or nature of the goods
✅ Even a minor step before export can directly impact the refund outcome
