For your official incoming call, do you need to dedicate to only operator? For bigger enterprise, they can afford to have operator as their resources to take calls. But in smaller enterprise, this overhead is not justifiable.

So who shall get this calls? It will be unfair that only one person to answer call as this is not her core function. As such, calls can evenly distributed to all the staff in the company. Otherwise please wait for operator assistant." and for office closed the recording may sounds like this. "thank you for calling company ABC, our office is now closed. Our working hours is from.
