You just made a precedent and every owner should return their car as defective!

Make it make sense.

You removed a function because the owner might get fined. At what moment do you plan to disable speeding - ie, having a speed limiter based on GPS location?

Let's not forget the second stupidity of the action. How should you defrost the windows and de-fog them in order to be able to start driving?! Or should one drive without clear sight though the windows..
