The Ligtas Observatory publishes its first open access publication pertaining to the acquisition of mobile pharmacies and mobile ambulances for the Province of Cebu.

The study finds that the acquisition of a Mobile Outreach Pharmacy and Hospital (MORPH) fleet can not only augment post-disaster recovery, but also ensure the availability of medicines and health services during baseline conditions.

This year's Christmas, although an occasion intended for joy, arrives with quieter hearts and weathered spirits for some families.

In Cebu, the season is shaped not only by lights and carols, but by memories of storms endured, homes mended, and lives slowly pieced back together. Yet even amid loss and uncertainty, hope persists—soft but steadfast—found in shared meals, helping hands, and prayers whispered for better days.

As we celebrate, may we remember that Christmas was born in hardship, and that Christ came not to the comfortable, but to the afflicted. In Him, we find healing, resilience, and the promise that even after calamity, light returns.
