ZAMSURECO-I, TELCO PARTNERS FORGE NEW GRID SAFETY AND COMPLIANCE STANDARDS

PAGADIAN CITY, ZDS — In a decisive move to strengthen transparency, field safety, and grid order, the Zamboanga del Sur I Electric Cooperative, Inc. (ZAMSURECO-I) General Manager and Chief Executive Officer, Mr. Jose Raul A. Saniel, led a joint coordination meeting with all telecommunication firms and internet service providers (ISPs) that rent attachments on the cooperative's poles. Held on Tuesday, June 30, 2026, at 1:00 in the afternoon at the ZAMSURECO-I Heroes' Hall, Central Office, Pagadian City, ZDS, the gathering drew a total of 38 external representatives from 20 telecommunication companies. The proceedings were graced by the presence of ZAMSURECO-I Board President, Mr. Edmundo Doone E. Dalid, Jr.
During the discussions, GM Saniel candidly addressed the mixed compliance landscape currently observed across the franchise area. While several telecom lines belong to existing partners with valid, ongoing agreements, data reveals that other operators have active hardware attachments but have not yet officially applied for a Joint Pole Agreement (JPA). He outlined the pressing challenges confronting the cooperative: numerous unauthorized cable installations that pose safety hazards and complicate inventories; the difficulty of determining cable ownership without standardized tagging; the absence of documented prerequisites and standardized inspection protocols, which weakens enforcement; existing holders bypassing engineering reviews for additional attachments through simple letter requests; and the lack of clearly defined interfaces with Billing and Collection, resulting in delayed invoicing.
To remedy these gaps, the cooperative is enforcing a strict, non-negotiable tagging system built on a single core objective: ensuring that every line has a distinct, verifiable identity. Moving forward, unauthorized, unapplied, or unidentifiable lines will no longer be tolerated on ZAMSURECO-I poles.
The partner entities that committed to this regulatory alignment include DICT IX, Cataleya/PCOS Network and Data Solution, Kismet/PCTV Para Fiber, Infinivan, FMKC Telecom, PLDT Inc., Comtel Industrial Services Inc., Cruztelco, Roy Jean Installation Services, Unique Cable, D' Alphalink, Globe Telecom, Converge/D&B Teleservice, RCE Tech IT Solutions, Ignite Telecom, Tek Information Technology Services, Blacklink Network, and IT Solutions.
A major highlight of the discussion was the focus on a comprehensive, end-to-end process flow for managing Joint Pole Agreement (JPA) applications, anchored on proactive governance, regulatory alignment, modernized physical asset tracking, and swift challenge resolution. To make field verification as fast and seamless as possible, a Quick Response (QR) code will be incorporated directly into the identification tags. With a QR code embedded on each tag, ZAMSURECO-I personnel can simply scan a wire to instantly identify which company owns the line tapped into the cooperative's poles.
This tagging carries a highly standardized technical requirement. Under the enhanced Joint Pole Agreement, the term “Pole Tag” strictly refers to a physical, IP65-rated, weatherproof, and ultraviolet (UV)-resistant identification marker. These durable tags must be securely affixed by the Lessee to their cables and related equipment. Regarding application updates, management clarified that processing fees are no longer applicable.
To maintain an accurate database, management clarified the legal procedure for any structural expansions. If an ISP plans to deploy an additional or extension line, a formal Supplemental Agreement must be executed and attached as binding proof that additional poles will be utilized. This ensures that every newly occupied pole is legally accounted for, updated in the Master JPA Ledger, and properly billed.
Moving forward, compliance will be monitored through a coordinated, multi-departmental approach. A comprehensive Joint Inspection will be conducted regularly in the field using advanced geo-tagging tools, comprising the ZAMSURECO-I Technical/Audit Team, the Meter Reading Disconnection Section, and the technical representatives of the respective ISPs. Addressing illegal and uncoordinated attachments, management stated clearly that strict clearing operations and the dismantling of wires will be carried out against any operator who fails to coordinate directly with the ZAMSURECO-I office.
In line with Memorandum Circular No. 030, Series of 2026, both new applicants and existing pole renters are required to adjust to these updated protocols. Pole renters with existing taps who have not yet applied must immediately settle the necessary Survey Fee and submit their application requirements to formalize their pole rentals. Meanwhile, current JPA holders will be required to execute a new, updated agreement incorporating these tagging, IP65/UV-resistant specifications, and QR code mandates. Billing workflows have likewise been updated to streamline operations: operators wishing to switch to convenient electronic payment methods must submit a formal letter of intent to ZAMSURECO-I indicating their preferred electronic channel.
The successful convergence at the Heroes' Hall marks a refreshing chapter of shared responsibility between ZAMSURECO-I and the telecommunications sector. By moving beyond rigid regulatory boundaries and engaging in open, authentic dialogue, both cooperative leaders and corporate partners affirmed that modernizing local infrastructure is a collaborative journey.
The unanimous embrace of the new weatherproof, QR-coded tags reflects a shared commitment to safety, public order, and regional progress. This unified stance ensures that as Pagadian City and its neighboring communities grow digitally, the physical network keeping everyone connected remains secure, orderly, and resilient.
Also in attendance were the cooperative's CorPlan Manager Ferolin, Supervisors, and employees, who facilitated the meeting, including ISD and EDP Manager Lagura, who helped in the discussion.
