Course Description:
The Philippines is one of the world's most active social media markets — and one of the most heavily targeted by misinformation. But the landscape is shifting rapidly. Artificial intelligence is now being used to fabricate videos of public officials, clone voices of government spokespersons, generate thousands of fake news articles at scale, and power bot networks that can overwhelm an agency's digital presence within hours. This webinar equips government communication officers to fight on two fronts simultaneously: understanding and countering the misinformation ecosystem as it exists today, and preparing for the AI-accelerated information environment already emerging. Drawing on international case studies, Philippine legal frameworks, and practical AI tools accessible to government agencies, participants leave with both strategic clarity and an actionable response framework — one grounded in the realities of Philippine government communication work.
Terminal Learning Outcome:
By the end of the session, participants will be able to apply an evidence-based, legally grounded, and AI-informed framework for detecting, countering, and pre-empting misinformation that threatens the credibility and public trust of their government agencies.
Enabling Learning Outcomes:
✅ Explain the nature and dynamics of the misinformation ecosystem, including the distinctions between misinformation, disinformation, and malinformation and their implications for government response.
✅ Understand how false narratives are created, amplified, and sustained on social media platforms — including through AI-generated and AI-assisted content.
✅ Evaluate international models of misinformation response and identify approaches transferable to the Philippine government context.
✅ Identify the legal anchors available to government agencies under existing Philippine law, recognize current gaps, and understand the consequences of both inaction and poor response.
✅ Apply AI-assisted tools and workflows for social listening, content verification, deepfake detection, and rapid response drafting within the constraints of government operations.
✅ Develop a tiered protocol adapted to their agency's mandate, risk profile, and available resources.
✅ Promote a proactive, transparent, and legally responsible communication culture that strengthens public trust and positions the agency as a credible source of accurate information.
