Bluetooth devices are among the most common products requiring NBTC certification in Thailand — and among the most straightforward to certify.

Any product with a Bluetooth or Bluetooth Low Energy (BLE) interface sold or imported into Thailand requires NBTC approval. This applies across all categories: headphones, earbuds, wireless speakers, keyboards, game controllers, smartwatches, fitness trackers, hearing aids, continuous glucose monitors, smart locks, asset trackers, barcode scanners, and industrial handheld terminals.

The certification path: All standard Bluetooth products operating in the 2400–2500 MHz band qualify for SDoC — Supplier's Declaration of Conformity.

Required documents:

On 15 June 2026, the FCC published an exemption for "Toy Drones" — consumer-grade units that lack the range, endurance, sensing capability, payload capacity, and data connectivity features the FCC identified as national security concerns. Non-toy commercial drones from affected countries remain on the Covered List. FCC equipment authorisation is not available for these products.

For manufacturers assessing the Thai market: NBTC certification operates entirely independently of FCC Covered List status. DECT — Digital Enhanced Cordless Telecommunications — is the wireless standard behind enterprise cordless phones, conference systems, DECT base stations, handsets, and repeaters. Any DECT device operating in Thailand requires NBTC certification before it can be sold or imported.

DECT equipment operates in the 1880–1900 MHz band with a maximum transmit power of 250 mW e.i.r.p. All DECT applications require Class A Registration under NBTC TS 1042-2568, the current technical standard for DECT equipment in Thailand, published in B.E. 2568 (2025).

What Class A certification requires:

One of the most common questions we hear from manufacturers entering Thailand: "Do we need to re-test our product, or can we use our existing FCC or CE report?"

The NBTC accepts test reports from accredited laboratories outside Thailand. Whether your existing reports qualify depends on two conditions.

1. NBTC-recognised standards. The report must reference standards that the NBTC recognises for the product category and certification type. A report referencing a technically equivalent standard that is not explicitly listed by NBTC may be rejected during review — this is one of the most common causes of application failure for foreign manufacturers.

2. Correct accreditation scope. The issuing laboratory must hold ISO/IEC 17025 accreditation, and that accreditation scope must specifically cover the standards applied in the report. A report from an accredited laboratory is not automatically sufficient — the scope matters.

When both conditions are met, no re-testing in Thailand is required. A manufacturer submitting a Wi-Fi 6 access point application, for example, can proceed on the strength of existing FCC or CE test documentation — provided those reports are verified against these two criteria before submission.

The FCC's proposed rulemaking on test laboratory recognition moved through its public comment period in July 2026. The proposal — advanced alongside the Trusted Test Lab final rule published in May — would stop the FCC from recognising laboratories, Testing Certification Bodies (TCBs), and accreditation bodies based in countries without a Mutual Recognition Agreement (MRA) or comparable trade agreement with the United States.

Under the proposal, existing recognition would be phased out over two to three years following any final rule adoption. Comments closed 15 June 2026 and reply comments closed 14 July 2026. Rulemaking continues.

Thailand has no MRA with the United States. Thai-based laboratories would be affected by this proposal if it is finalised.

For manufacturers managing certification in both markets, the NBTC process operates under entirely different criteria. NBTC does not require the testing laboratory to be in an MRA country — the qualifying factors are ISO/IEC 17025 accreditation scope and whether the report references NBTC-recognised standards. If your product includes vehicle-mounted radar — adaptive cruise control, blind-spot monitoring, collision avoidance sensors — NBTC certification is required before it can be sold in Thailand.

The applicable technical standard is NBTC TS 1011-2560, which covers vehicle-mounted radar across three frequency bands: 22–26.65 GHz, 76–77 GHz, and 77–81 GHz. The 76–77 GHz and 77–81 GHz bands — the primary automotive radar frequencies — require Class A certification. Devices operating in the 24.05–24.25 GHz range may qualify for SDoC depending on transmit power level.

In May 2026, NBTC held a public hearing on 5 new radar and radiocommunication draft announcements. SDoC (Supplier's Declaration of Conformity) is available for lower-risk equipment categories that NBTC has specifically designated for this scheme. You submit test reports and technical documents, and the NBTC issues a reference number for your declaration. It is not a lighter alternative to Class A or Class B — it applies only to designated product categories. Fastest timeline: approximately one week.

Class A applies to equipment categories where independent third-party testing is required to support NBTC certification. The NBTC reviews the submission and issues a Certificate of Registration. Estimated timeline: approximately five weeks from complete submission.

Class B applies to higher-risk equipment categories and follows a formal certification process. It covers the widest range of device types, including most equipment that transmits on licensed frequency bands. The NBTC issues an Approval Certificate. Estimated timeline: approximately six weeks from complete submission.
