AT Worthy is pleased to publish the National Capital Region (NCR) Edition of the US AI Worthiness Report 2026.
This edition assesses the District of Columbia, Maryland, and Virginia as an integrated federal-state corridor, where policy, procurement, infrastructure, and public-sector AI deployment converge.

Using a structured scoring framework, the report evaluates how public institutions combine:
• Standards and Governance
• Talent and Research
• Adoption and Public Value
• Resources and Infrastructure
The central finding is clear:
➡️ The U.S. does not face a shortage of AI capability.
➡️ It faces a challenge of institutional coherence.
The NCR illustrates how governance, technical capacity, and infrastructure are distributed across jurisdictions, but not yet fully aligned within a single, coherent public system.
This edition serves as a preview of the forthcoming national report, which will provide a full interstate benchmark across the United States and identify structural patterns in AI governance and public-sector deployment.
AT Worthy has completed the underlying metric and scoring work and is preparing to publish the national edition in partnership with a strategic partner or sponsor.

France ranks #2 worldwide in the 2025 Global AI Worthiness Index, with a score of 87.25 / 100.
In the Global AI Worthiness Index, AI Worthiness measures a country’s capacity to develop, govern, and deploy AI systems in ways that are trustworthy, accountable, and aligned with the public interest. It captures the balance between capability and responsibility, assessed across four pillars: Standards & Governance, Talent & Research, Adoption & Public Value, and Resources & Infrastructure.
France’s position at the top of the global ranking is driven by the coherence of its AI ecosystem. Strong governance frameworks, deep research capacity, and sustained investment in talent are matched with structured public-sector adoption and standards-based oversight. This alignment places France at the forefront of what the Index defines as worthy AI leadership.

This result reflects more than scale or speed. In the Global AI Worthiness Index, AI Worthiness measures a country’s capacity to develop, govern, and deploy AI systems in ways that are trustworthy, accountable, and aligned with the public interest. It captures the equilibrium between capability and responsibility, assessed across four pillars: Standards & Governance, Talent & Research, Adoption & Public Value, and Resources & Infrastructure.
The U.S. leads by sustaining that balance at scale: strong research and infrastructure combined with observable governance mechanisms, standards engagement, and real-world deployment that generates public value.
