The worst time for your system to slow down is when everyone logs in at once. KYEM lived through that during COVID.

Kentucky Emergency Management coordinates across 120 counties. When COVID hit, concurrent users exceeded what their legacy platform could handle. PPE and resource requests got lost. Records got overwritten. The connector that was supposed to feed data into ArcGIS failed.

They needed something that could hold up under a statewide activation, without bolting on another standalone system.

So they looked at what they already owned.

ArcGIS was already the shared language across Kentucky's agencies. Microsoft 365 already ran their approvals and notifications. During the pandemic, they proved the model worked, moving request intake into Survey123 and routing approvals through Power Automate.

That became KERMIT: a cloud platform built on ArcGIS and shaped around how KYEM actually operates. One operating picture for all 120 counties, the same on a quiet Tuesday as it is during a disaster.

In KYEM's words, Esri built the foundation, and BES helped remodel the house.

Most people who lead technology have never been a paramedic on a special operations team, but Jamie Jacobs has.

She spent two decades on the front lines of emergency response. First as a firefighter and EMT, then as a paramedic leading teams through wildland fire, swiftwater, high-angle, and mass-casualty missions. Then she built the technology that those missions depend on.

From Rocky Top Medical to Esri, she developed GIS applications for emergency medical deployments and supported public safety agencies in turning satellite, aerial, and drone imagery into decisions that protect lives during large-scale disasters.

Today, Jamie Jacobs joins Bent Ear Solutions as Director of Technical Services.

In this role, she will lead our technology vision: Helping clients optimize the technology they already have, turning GIS and real-time data into the situational awareness their decisions depend on.

What makes her right for it is simple. She has lived the missions our clients are responsible for.

Most crisis exercises end the same way: an After-Action Report in the filing cabinet, a clean set of objectives met, and a leadership team that spent the whole day solving the wrong problem.

That's the argument Jim Featherstone makes in the newest piece of Ground Truth. After three decades running emergency management at the city level, he has watched it happen in room after room.

The issue is a framework mismatch. HSEEP is built to answer one question well: Can the organization perform its expected functions?

That is the right test for operational coordination, multi-agency response, and the EOC floor. But it has migrated up into the C-suite, where it was never designed to operate.

Executives have to ask a different question: what do we do when our expectations no longer apply?

You cannot validate your way to that answer. A scripted scenario with a known correct response and no real consequence pulls a leadership team straight back into tactical questions, and what you get is a polite executive version of an EOC drill.

We’ve spent months explaining how Ting Insights works.

The electrical safety network, powered by 1.3 million sensors. The outage polygons. The Census enrichment. The ArcGIS integration. The five-minute refresh cycle.
