🌟Employee Spotlight🌟 Bluewater is proud to recognize Emilia O’Brien as our Employee of the Month for her outstanding leadership, professionalism, and contributions to FEMA’s digital customer experience. Since joining the FEMA Web and Mobile App contract support team in November 2024, Emilia has played a key role in supporting usability research and improving FEMA’s Digital Training Experience across several stakeholder-facing websites.

Emilia brought a strong user-centered perspective to the team from day one, leading efforts such as user personas, journey maps, usability studies, and research analysis. She collaborated closely with developers, designers, project managers, and leadership to turn research findings into practical, actionable recommendations. Even while navigating complex challenges, she remained composed, solutions-oriented, and focused on delivering meaningful results.

Her work has helped strengthen FEMA’s approach to digital service delivery by making it more user-centered and evidence-based. Congratulations to Emilia on this well-deserved recognition and thank you for your continued excellent contributions to Bluewater and FEMA.

BlueWater will be in Colorado Springs this week for our Women in Space Forum, where we’ll be bringing together leaders from government, industry, and the broader space community.

We’re excited for the chance to make meaningful connections, share different perspectives, and keep building the space ecosystem together. With the space domain evolving so quickly, we know how important it is to have strong partnerships across operators, acquisition professionals, industry innovators, and the next generation of leaders.

Proud to share Bluewater Federal’s participation in the recent CENTCOM Security Cooperation Working Group (CSCWG), where Donna Taylor-Tillet represented our team alongside military leaders and key stakeholders in support of important Command & Control (C2) interoperability discussions. The collaboration helped align Partner Nation tactical timelines with USCENTCOM strategic goals and supported work around Link 16 integration, secure radio communications, a unified Common Operating Picture (COP), and JICO training pipeline synchronization. A strong example of teamwork, readiness, and coalition partnership in advancing secure theater C2 integration.
