We are pleased to be able to donate this 50 watt CDM1250 mobile radio with Astron power supply to Waterville Community Elementary School for use in their school amateur radio club. It has been pre-programmed with the 3 main local wide area coverage repeaters and the VHF national simplex frequency. These are simple to use and very durable radios and should provide them many years of service, fun, and learning!

VOLUNTEER RADIO SYSTEM CONSTRUCTION UPDATE:
12 FEBRUARY 2026 19:30 EST

I am very pleased to announce that I have received full approval for our license for the first of two co-located repeaters for VRS! The VHF repeater is pending final review and approval and is expected in the next 7 - 14 days.

Currently, I have all materials in stock needed for a complete installation of both repeaters with the exception of antenna mounts for the tower pending a site visit to determine the appropriate mount type.

WANT TO STAY UP TO DATE? SUBSCRIBE:
If you wish to receive updates on VRS availability and construction, please visit www.423tech.com/vrs and sign up.

Further updates will be publicly posted when they are available.

I am very much looking forward to providing a valuable community service to radio enthusiasts, outdoorsmen, preparedness groups, military simulation enthusiasts, and many more with this system.

My goal is to not only provide a valuable alternative communications method for those who need and want it, but also to foster a sense of community in a modern world that severely lacks it.

BETA TESTING: I already have a list of those who have offered to beta and range test the system once online. I will reach out to those individuals on the day of the activation of the first repeater, whether that be 800MHz or VHF with pre-programmed loaner radios to use for testing. I do not need any additional assistance or beta testers at this time, but should that change, I will post another update with contact information and instructions.

Thank you to everyone for the continued support on this project.

VOLUNTEER RADIO SYSTEM:

WHAT IS IT? ------------------

I've had a lot of inquiries about VRS, so I wanted to take some time to answer some of the frequently asked questions.

First and foremost, to start, VRS will consist of two P25 digital only conventional repeaters. One VHF, and the other 800MHz. Once operational, both will be co-located at a mountain top tower location at about 3000 feet, providing coverage for most of Bradley County, parts of Northeast Hamilton County, and about 60% estimated of McMinn County.

WHAT IS VRS FOR? ------------------

VRS is intended for these types of users:

- two-way radio enthusiasts
- families, groups, and individuals seeking alternative communication methods
- natural and man-made disaster communications
- military simulation enthusiasts ("mil-sim")
- preparedness groups
- outdoor enthusiasts and hunters
.. but any responsible user is welcome to subscribe!

In addition, my goal for this system is to bring like minded people together. Nowadays, the Internet has alienated a lot of people through online conflicts driven by a lack of real connection and being behind a screen, all motivated by unscrupulous corporate interests. Short of in person contact, talking to someone in real time is valuable connection, so I hope VRS can help people make new friends and have fun, and provide a reliable communications solution to those that need or want it.

Users can elect to subscribe to their own private talkgroup (encryption available), or simply utilize one of the several public channels to chat with other users.

HOW DOES VRS WORK? ------------------

Simply put, VRS is a subscription two-way radio service. Rates and information are on our website at 423tech.com/vrs

Users must live or visit the VRS coverage area in order to use the system, and will also be subject to user agreement outlining terms, user behavior expectations, rules of operation, and limitations.

You can bring your own radio, or you can lease radios from us that are pre-programmed for your private and the public talkgroups.

Lots more to come, so if this interests you, please subscribe to email notifications about VRS on our website at the link above or below.

Stay tuned, and thank you for your support!

Covering Polk, Bradley, and McMinn Counties, the Volunteer Radio System provides crisp and clear digital two-way radio coverage for individuals, groups, and businesses.

WINTER STORM FERN:
Our office is closely monitoring the forecasts and other data related to the potential for impact to Cleveland, Charleston, and Bradley County, with possible impact expected between this upcoming Friday, January 23rd, and Sunday, January 25th.

At this time, we are not issuing any official guidance or statements, but we want to encourage the public to take steps to ensure their preparedness in the event the storm does impact our area with cumulative snowfall and below freezing temperatures.

Please ensure you are subscribed to our Official Emergency Alerts by texting "Join CBCOEM" to 31002, or visit our website at www.clevelandbradleytnoem.gov

---------------------------------
WINTER STORM SAFETY TIPS:

• STAY INFORMED: Monitor local weather forecasts and news media and official alerts, and always get your information and guidance from official sources, including:
Bradley County, TN - Government
Adam Lewis - Bradley County Government
Gary Davis - Bradley County Mayor
Bradley County Sheriff's Office TN
Bradley County Fire and Rescue
Bradley County EMS
Bradley County 911
Bradley County Schools
City of Cleveland, TN - Government
Cleveland City Schools
Cleveland TN Fire Department
Cleveland TN Police Department
Cleveland Utilities
Volunteer Energy Cooperative - VEC
EPB

• LIMIT TRAVEL: Avoid unnecessary travel during severe weather; roads may be icy or impassable and stranded or crashed vehicles will delay emergency response under already difficult conditions.

• PREPARE YOUR HOME: Keep extra blankets, flashlights, batteries, and non-perishable food on hand. Have alternative means to prepare food, or have food on hand that does not require electricity to prepare.

• PREPARE FOR POWER OUTAGES: Charge mobile devices ahead of time, have alternative heating sources and backup power, and know where flashlights are located.

• USE HEATING SAFELY: Keep space heaters away from flammable materials and never use grills or generators indoors.

• HELP OTHERS: Look in on neighbors, especially older adults or those with medical needs, and ensure they have backup power if they have medical devices that rely on utility power.

• AVOID 911 MISUSE: 911 is for urgent life safety emergencies. For non-emergency matters, such as requests for welfare checks, reporting traffic light outages or downed trees, always use the non-emergency line for Bradley County 911, which is (423) 728-7311. Power outages should be reported only to your utility company.

VOLUNTEER RADIO SYSTEM UPDATE:
27 DECEMBER 2025 8:15 EST

We hope everyone had a pleasant and restful Christmas holiday!

We are excited to announce that lab environment testing has begun on our 800MHz VRS repeater. This system will consist of both a VHF and 800MHz conventional P25 only digital repeater. We intend to link the repeaters together so users on each band can intercommunicate.

We are developing internal programming standards and policies to ensure a smooth onboarding process for subscribers and prompt in/out service for initial activation and programming of radios for use on the system.

OUR WEBSITE HAS BEEN UPDATED:

At this time, we are not yet accepting public applications for service, however, interested parties can review pricing, rate plans, estimated coverage maps, and more at the links below:

www.423tech.com/vrs
www.423tech.com/vrsinfo

At this time, we project and intend to have at least one repeater online and ready for subscribers by late January 2026.

Thank you for your support!
