More Copilot activity doesn't necessarily mean the organization is creating more value.

Usage metrics can tell you whether employees are trying the technology.
They can't tell you whether Copilot is improving how work gets done.

To build a stronger picture of ROI, measure Copilot across three levels:

1. Adoption: Are employees using it consistently?
2. Behavior change: Are they completing important tasks differently?
3. Business impact: Are those changes improving meaningful outcomes?

That might mean less time spent preparing reports, faster customer responses, more consistent deliverables, easier access to knowledge, or greater employee capacity.

The goal isn't simply to prove that Copilot is being used. It's to understand what changed and whether the improvement can be repeated.

Successful Copilot adoption isn't fundamentally a technology challenge.
It's an organizational change challenge.

And change is hard for people, even when the new tool is designed to make work easier.

Employees have established routines. They know where to find information, how to complete tasks, and which processes feel comfortable. Asking them to use AI means asking them to rethink habits they may have relied on for years.
