For all my WISP business friends, we are conducting another webinar on Friday afternoon about how to use our SignalQual - By Regulatory Solutions Inc. RF propagation tool that is provided free to our BDC filing customers. This is a great tool that your customer service reps cab use when you get asked if you service a particular address. You can give an immediate answer while they are on the phone. Not only can you give an answer but you can tell them the maximum speed tier they can purchase as well. The SignalQual tool now includes 3D building data at 2 foot resolution in addition to the 10 meter tree clutter data.

Yesterday the FCC released the second version of the National Broadband Map.
The map can be found here: https://broadbandmap.fcc.gov/home?version=dec2022.
This new map reflects broadband availability data reported in the March 1, 2023 filing—which is serviceable locations as of December 31, 2022—as well as any successful challenges to the BDC Fabric. This version of the map shows 3 million new broadband serviceable locations, while 2 million ineligible locations were removed—a result of more than 4 million challenges to the data.
Important Note:
When reviewing this map, is important to note that it is the location data that NTIA will use to make allocations to states for BEAD Program, which are expected to be announced in exactly one month, June 30, 2023.
While NTIA will use this new map data to determine how much money each state receives from the $42.5 billion, it does not determine how each state will disburse this money. Starting July 1, states will have six months to file an initial plan with NTIA, seeking approval for their broadband program. Once approval is given, states must base their awards to service providers on the most recent BDC map, at the time the state broadband award program begins. Thus, it is very likely that most states will be using the third version of the map (expected November 2023) or even fourth version of the map (expected May 2024) when distributing funds.
Importantly, you still have time to either add locations to the availability map or challenge locations that are currently shown to be served. Please let us know if you would like any assistance in fine tuning your data or filing challenges within your service territory to ensure that the BDC map is accurate when money is disbursed.

Just a reminder that your FCC form 477 filings will be due on September 1st. Don't wait until the last minute. This cycle has a new requirement that you are register in the FCC CORES system to be able to file your report.

From the FCC:

CHANGES (ACTION REQUIRED. PLEASE READ CAREFULLY):

NEW LOGIN – You will need a CORES username and password (in addition to a 10-digit FRN) to log in. The attached instructions explain how to obtain a CORES username and password. After creating your username and password, associate your company’s FRN(s) with your username. The CORES homepage is https://apps.fcc.gov/cores/userLogin.do and tutorials are available at https://www.fcc.gov/licensing-databases/fcc-registration-system-cores/commission-registration-system-video-tutorials.

REPORTING ADVERTISED BANDWIDTHS FOR FIXED SERVICES - For Fixed Broadband Deployment and Fixed Broadband Subscription, report speeds greater than 10 Mbps as whole numbers or round to the nearest whole number as needed. See 'Advertised speeds' for FBD at https://us-fcc.app.box.com/v/FBDDefinitions and for FBS at https://www.fcc.gov/form477/FBS/definitions_fbs.pdf.

MOBILE DEPLOYMENT MAPS WITH GEOMETRY ERRORS WILL NOT BE ACCEPTED - Check your maps for geometry errors before attempting to upload them to the modernized 477 filing interface. Best practice would be to run a repair algorithm (like QGIS’s 'Fix Geometries' algorithm or ArcPro’s 'Repair Geometries' with validation_method=OGC) over the maps to ensure that the geometries are well-formed in 2D according to the Open Geospatial Consortium rules.

REMINDERS:

MAKE A NEW FILING – You must create a NEW filing for your June 30, 2021 data. DO NOT attempt to update a previously submitted Form 477 filing since this will overwrite data for a prior reporting period.

USE 2010 CENSUS CODES – Continue to use Census 2010 block and tract boundaries. We will provide as much notice as possible before switching to the 2020 boundary definitions.

Are you as a WISP upset by government funded overbuilds in your network area? How close attention do you pay to your FCC form 477 filing data? Odds are you are letting your billing software create the files for you. That is great for the customer data that is reported by census tracts, but it does not work for showing your COVERAGE AREA. Look at this example of 2 WISP's in Florida. I just pulled down their data and mapped it. Knowing these are both wireless carriers, I know the WISP in blue doesn't just serve single blocks in this city. I can almost guarantee that the WISP in blue filed their Form 477 data using reports from their billing platform.
The problem with that method is that you only are reporting your existing areas with live customers on a census block level. You are not reporting where else you can service. This then tells the government that you do not have service in the surrounding area and they fund someone else to build. Please if you are a WISP don't take the easy way out of reporting your FCC form 477 data, show ALL THE BLOCKS you offer service. This means you need to map your coverage area and select all those blocks you can reach, not just report your customer locations. So many WISPs are killing themselves on this. Protect your business investment, play a good defensive game by properly filing your Form 477 data.
