When breaking news hits at 6 a.m., risk managers don't have the luxury of scrambling. The first question from the CEO, General Counsel, and HR director is always the same: "Who do we have over there right now?"

In the wake of escalating airspace closures and geopolitical instability across the Middle East — and just weeks after a similar crisis in Mexico — that question is exposing a hard truth about most enterprise travel risk programs: A duty of care policy is not the same as a duty of care capability.

Most organizations rely on TMC data to account for their travelers. But when employees book directly, use consumer platforms, or change itineraries outside approved channels, that picture is incomplete. And in a crisis, an incomplete roster isn't a data inconvenience. It's a material risk exposure.

The OODA Loop (Observe, Orient, Decide, Act) — referenced in ISO 31030 for good reason — only moves as fast as your data allows. The Orient step is where most programs stall. Real duty of care requires complete visibility. Not most of your travelers. All of them.
