They didn't complain. That was the problem.

In Ghana's Upper East Region, a rice irrigation project was supposed to benefit 8,000 farming households. But 340 families mostly women's cooperatives and tenant farmers, were left off the land allocation list. Rumors of political favoritism spread fast. Three cooperatives walked away.

The official grievance system? Zero complaints recorded.

Not because everything was fine. Because intake was English-only, office-based, and invisible to the communities it was meant to serve.

The moment the project opened channels in Gurune, through community radio and WhatsApp, 142 disputes surfaced in 75 days. Errors were corrected. Cooperatives returned. Trust was rebuilt.

The complaints were always there. The channel wasn't.

A 45 km pipeline. Three districts. Over 200 complaints. And no system to hear a single one.

In Sindh Province, Pakistan, a water expansion project damaged farmland, disrupted irrigation canals, and caused health issues along the route. Residents complained to local officials. Officials passed it to the contractor. The contractor wrote some notes in a notebook. Most complaints? Dismissed verbally.

It took a 19-day construction shutdown and an emergency review to expose the gap: no grievance mechanism existed.

When a proper GRM was finally set up, with Urdu and Sindhi intake, community liaison officers, and anonymous submission, 186 complaints were formally registered in just 45 days. Claims were fast-tracked with a 15-day SLA. The project got back on track.

Infrastructure is built for people. If those people can't speak up, the project speaks for itself, and it rarely tells the truth.
