Good news! STAP application time has improved!
Arabella mailed her application on 5/5/24… got a letter asking for a medical record to support her disability on 7/24….
She emailed the medical record on 8/4 and got the voucher in the mail on 8/13!

How do I know which Equipment to Request?

1. The application has choices based on each IMPAIRMENT.

2. Each choice has a maximum value.

3. If you are looking for a smart phone or tablet, these are covered by Vouchers that authorize
- Two-way Texting Device
- Talks Back Number Dialed Phone + Voice Dialer
- SGD (Speech Generating Device) Level 1

Who can sign your STAP application to certify your disability?

Authorized certifiers include:
- STAP Specialist
- Physician = your doctor
- Advance practice nurse
- Social worker
- Speech pathologist
- Audiologist
- Hearing aid specialist
- State-certified education teacher of:
- special educaiton
- deaf or hard of hearing
- visually impaired
- speech impaired

What is STAP?

STAP (Specialized Telecommunication Assistance Program) is a program to help differently-abled individuals access the phone.

Funds are collected by the Public Utility Commission as a tax on all cellphone bills.

Individuals with barriers to phone communication can apply to STAP for funds to purchase a phone that will provide an accommodation for their needs, such as:

For someone who is deaf – a phone that can send text messages
For someone who is blind – a phone that can speak to them to tell them who is calling and who they are calling
For someone with speech impairment – a device that will speak for them using a communication app
