Harris County Universal Services Fleet Services has been recognized by NAFA Fleet Management Association as the #21 Green Fleet in North America for 2026, up 23 spots from #44 last year.

The team also earned special recognition as the 2026 Best Problem-Solving Fleet for its work to strengthen operations, address complex challenges and continue modernizing fleet services across Harris County.

Harris County Universal Services was honored to be represented by our Executive Director and CIO Sindhu Menon as she accepted the prestigious 2026 CIO 100 Award for our Auto Invoicing Project. This national recognition reflects the collaboration and support of our HCUS IT team, business partners and County leadership in advancing technology innovations by transforming the County's Procure-to-Pay process.

The project reduced average invoice processing time from 25–45 days to an average of 6.5 days. In its first year, the platform processed more than 170,000 vouchers totaling $1.2 billion in County expenditures.

As Sindhu shared, “We look forward to continuing to push the boundaries of what technology can achieve for Harris County!”
