Most businesses do not go looking for a new IT provider when things are calm. They go looking after a bad week.
That timing is the problem. The questions worth asking take a while to ask well, and nobody asks them well while a server is down.
Worth knowing before you need to know it: what the agreement says about response time versus resolution time, what the security layer actually consists of when described as capabilities, who holds your data and backups if the relationship ends, and how quickly you would get them.
