An "inaudible" mark in a court record is not a transcription problem. It is an audio problem that shows up weeks after the hearing, when nobody can go back and fix it. Most of the time the cause is a sound system that was never built for the room it sits in.

A courtroom sound system has two jobs at once: make speech intelligible for everyone present, and feed clean audio to the recording that preserves the official record.
