Pine Bluff is the clearest rural-urban hybrid desert in the Index: a small city where the state took over the school district in 2018, the Index found no club infrastructure at all, and recreation facilities sit in severe disrepair. The population has fallen from 57,000 to under 40,000, hollowing the tax base underneath what remained.

Pine Bluff matters beyond Pine Bluff. The Index found this same pattern across small Southern cities: the school district is the only provider left, and it is in financial distress.

Tournament weekend is your highest-risk moment. Here's what you actually need in place.

More athletes. More spectators. More fields running simultaneously. Tournaments multiply your exposure and your coverage needs to reflect that.

A regular Saturday practice and a 200-team tournament weekend are not the same risk event. And the coverage isn't the same either.

Here's how the key lines work together at a tournament:

Participant accident (A&H) covers your athletes' medical expenses when they're injured during play; no fault determination required. This is what responds when a player goes down on the field or court.

General liability (GL) responds if someone makes a negligence claim against your organization; a spectator injured in a parking lot incident, a visiting team alleging unsafe field conditions, a third party hurt on your event site.

Umbrella adds limits above your primary GL if the size of your event exceeds standard coverage thresholds.

What happened: the industrial economy collapse stripped the tax base over 40 years. The state kept the school district under financial oversight for nearly two decades, and the Index found a parks system that is functionally inoperative. Youth sports participation sits at 16% in a city where 47% of households are led by a single parent.

The city that built champions now has no athletic pathway for its own kids.

The fix the research points to: state-level reinvestment in school athletics, combined with community-led leagues underwritten by affordable insurance products, to restore the foundational infrastructure that produced this city's legacy.

A member gets injured following a trainer's program. Who's responsible — the trainer, or your facility?

The answer is often both — and if your professional liability coverage isn't solid, your facility absorbs the cost.

Professional liability (also called errors and omissions) covers claims that arise from the advice, instruction, or services your staff provides. It's separate from general liability, which covers negligence claims related to your premises and operations. Week 1 of our city series: Gary, Indiana. Desert score 96, the highest of the 55 cities studied.

Gary's population has fallen from 178,000 to under 70,000. The fiscal crisis ran so deep that in 2017 the state of Indiana took over the city's schools. The Index found no functioning municipal parks and rec athletics budget, and kids who want organized sports must travel to suburban districts, which is logistically impossible for most of the 44% of Gary households led by a single parent.

The result: youth sports participation of just 14%.

This is what the Index calls total institutional collapse. Not one program lost. Every layer at once: schools, parks, clubs, rec.

The fix the research points to: a philanthropy-anchored community sports hub, funded jointly by city, county, and corporate partners, as a single point of access for Gary's youth. And insurance support for the few surviving operators, because keeping them alive is the necessary first step.

The insurance gap most youth sports organizations don't know they have

Your participant accident coverage pays when a player gets hurt. Your general liability responds if someone sues your organization. But what covers you if an abuse allegation is made against a coach or volunteer?

Most youth sports organizations carry general liability and participant accident (A&H) coverage — and they should. But there's a third line that's just as critical, and far less often in place.

Abuse and molestation liability is a standalone coverage that specifically protects organizations when allegations of abuse, misconduct, or harassment are made against staff, coaches, or volunteers. General liability excludes these claims by design. Participant accident coverage only addresses physical injuries during play. Neither responds to an abuse allegation.

We mapped where youth sports access has collapsed in America. Now we're going city by city.

The Sports Desert Index studied 55 cities across all 50 states. Twelve came back critical. Over the next 12 weeks, we're telling each of their stories, starting with the most critical and working forward.

Every one of these cities produced greatness. Olympians. Hall of Famers. Coaches who changed lives. And in every one, specific human choices took the games away: a bankruptcy, a plant closure, a budget line, a school takeover.

That's the hopeful part. Deserts that were made by choices can be unmade by choices.
