The August issue of PASSing Notes is out.

It has been a hard summer. The water came up fast here in Indiana, and storms hit sites across the country all season. What we kept seeing was people showing up for each other. Neighbors in each other's basements. Crews driving out to sites that were not theirs. That is what this issue is about, and it is why the cover art is the morning after rather than the storm.

Inside: how long UST records actually have to be kept, which is not three years and is not one answer. Why Class C operator training has no federal expiration date, and why that is harder than it sounds. And an honest look at what it costs to still be running the binder behind the counter.

Labor Day is Monday. Whatever this summer asked of you, we hope you get the day off.

You have your Class A/B UST Operator training... So why did your site still receive a training violation?

The EPA's FY2026 report shows 89.7% compliance for Class A & B UST operator training. That's encouraging—but it doesn't tell the whole story.

The biggest compliance risk often isn't your designated operators. It's the employees hired every week at the store level who may need to be class C UST Operator Training certified. One missed training record can become a violation, even when everything else is in order.

The question isn't, "Are we training our operators?"
It's "Can we prove every operator was trained before they started?"

That's why PASS connects OPUS (training), Harmonics (compliance management), and Symphonics (field inspections and testing) into one platform—helping operators stay audit-ready, reduce risk, and simplify compliance across every location.

Read Raymond Rees' latest article to learn why the EPA's best compliance number still has a blind spot.

EPA's Mid-Year FY2026 operator training measure hit 89.7% — but it counts only Class A and B operators, not the high-turnover Class C staff working the counter. Here's the blind spot in the report's best number, and how PASS training closes it.

June's PASSing Notes newsletter is here.
This month we break down EPA's new Mid-Year FY2026 UST data with a tool that lets multi-state operators compare every compliance measure side by side. We also dig into why the report's best number — 89.7% operator training — has a blind spot, walk through a big round of PASS Tools updates, and round up the new forms our team shipped, including a complete nine-form suite for Minnesota.
Plus a United Pump case study on how they streamlined compliance across thousands of sites.

Your technicians completed the inspection. The testing was performed correctly. The issue? The paperwork may still fail review.

In petroleum compliance, documentation quality and regulatory alignment can be just as important as the work itself. Small form issues, outdated paperwork, or missing requirements can create unnecessary operational and compliance risk.

Our latest article explores why inspection documentation remains one of the most overlooked challenges in UST/AST operations — and why standardized digital workflows are becoming increasingly important.

We’ve continued making steady improvements across the PASS training platform this month, with a focus on reliability, workforce synchronization, and reducing friction for both administrators and end users. Recent updates included:

✔️ Improved Workday integration reliability for employee training launches
✔️ Fixes for LMS session expiration issues impacting in-progress training
✔️ Better catalog management feedback for company administrators
✔️ Protection against unintended contractor account deactivations during workforce syncs

Many of these updates address operational edge cases that become increasingly important as organizations scale training across large employee and contractor populations, integrate multiple HR and LMS systems, and manage compliance requirements across distributed teams.

Our ongoing focus remains on improving platform stability, simplifying administration, and ensuring training access remains seamless for field personnel, operators, and service organizations.

As always, we appreciate the feedback our clients continue providing — much of which directly shapes platform improvements like these.
