“Crawled” vs “Discovered” are NOT the same. Treating both like one indexing problem burns your crawl budget and sends fixes in the wrong direction.
If it’s Discovered, currently not indexed: Google has the URL, but hasn’t crawled it yet. Start with crawl-path and crawl-demand checks: internal links, sitemap clarity, URL reachability, server behavior, and whether low-value pages are crowding out important ones.
If it’s Crawled, currently not indexed: Google crawled the URL, but didn’t index it. Start with crawl-quality checks: duplication, canonicals, metadata, content clarity, and page relevance signals.
