Laptop not turning on after an improper shutdown can be scary! Just helped a client out at the office with this issue and it ended up being a pretty quick fix.
Each manufacturer has different methods for a hard reset, but it usually involves disconnecting all peripherals/chargers and holding down the power button for a specified amount of time. This is because static buildup or system crash can prevent the machine from turning back on after an improper shutdown. Holding the power button down in this case will drain residual power from the motherboard, performing the hard reset.
This by no means is a fix for every instance of this issue, but it is something relatively easy to attempt before giving up on the machine and buying a new one!
