You hired an apprentice.
You put them on a prevailing wage job.
You're paying them the apprentice rate.
So far, so good 👍
But here's the part that gets missed:
Every apprenticeship program has a ratio — a maximum number of apprentices per journeyman on the job.
Exceed that ratio, even by one person for one day, and every "apprentice" over the limit gets reclassified as a journeyman.
At the journeyman rate.
For every hour they were over the limit.
Now multiply that across a few pay periods and you've got back wages, fringe recalculations, and a certified payroll that doesn't match reality.
The worst part?
The ratios aren't universal.
They change by trade, by state, by program.
