You hired an apprentice.
You put them on a prevailing wage job.
You're paying them the apprentice rate.

So far, so good 👍

But here's the part that gets missed:
Every apprenticeship program has a ratio — a maximum number of apprentices per journeyman on the job.

Exceed that ratio, even by one person for one day, and every "apprentice" over the limit gets reclassified as a journeyman.

At the journeyman rate.
For every hour they were over the limit.

Now multiply that across a few pay periods and you've got back wages, fringe recalculations, and a certified payroll that doesn't match reality.

The worst part?
The ratios aren't universal.
They change by trade, by state, by program.
There's no single chart to memorize.

Nobody wakes up pumped about payroll compliance.

(If you do — we’re hiring in Customer Success and Sales to help others navigate it.)

But you still gotta know when the rules change. And they change all the damn time.

What April taught us about construction:

1. Labor volatility isn't easing.
Hiring demand is still there — consistency isn't.

2. Wage pressure is sticking.
Margins aren't just tight — they're getting tighter.

3. Compliance is no longer a back-office issue.
It's showing up in bids, audits, and project risk conversations.

4. The gap is widening.
Not between big and small — but between disciplined and reactive operators.

The contractors pulling ahead aren't guessing.
They know where their labor dollars are going, how their workforce is classified, and what risks are hiding in their payroll data.

Because in this environment, small mistakes don't stay small.

The companies that see clearly are the ones that protect their margin.

Don't let May catch you reacting.

The lowest bid doesn’t win anymore.

The lowest *risk* does.

Owners and GCs are paying closer attention to:
• Wage compliance
• Worker classification
• Documentation accuracy

Because one mistake doesn’t just cost money — it delays projects, creates liability, and damages trust.

That’s why the smartest contractors are shifting their mindset:
Compliance isn’t a back-office task.
It’s part of your go-to-market strategy.

If you can prove you’re low-risk:
You don’t just compete on price — you compete on certainty.

And in today’s market, certainty wins.

Construction hiring is sending mixed signals right now.

Demand is still there in parts of the market, but workforce stability hasn’t caught up. Current industry outlooks point to ongoing labor constraints, even as expectations soften across parts of construction.

Here’s the disconnect:
• Some project demand is still moving
• Labor availability is still unpredictable
• Economic uncertainty is making planning harder

That creates a new kind of risk most contractors aren’t planning for:

➡️ You win the job… but can’t staff it compliantly or profitably.

The companies navigating this well aren’t guessing — they have real-time visibility into:
âś” Who is on-site
✔ How they’re classified
✔ What they’re being paid

In this market, workforce clarity = margin protection.

Contractors have been stuck managing compliance and cash flow in separate systems for too long.

We’ve partnered with ProNovos to change that.

➡️ Certified payroll compliance + real-time financial visibility in one place

By combining eBacon’s prevailing wage and certified payroll expertise with ProNovos’ financial intelligence platform, contractors gain a clearer view of labor costs, project performance, and cash flow without the manual reconciliation.

The result is a clearer, faster path from work completed → money received.

“Contractors get a more complete picture of where their money is going and more control over when it arrives.” — John O’Bryan, ProNovos

This is about giving contractors both compliance confidence and financial control in one place.

Think your labor costs are locked in?

Think again.

That $25/hour worker can jump to $80/hour on a prevailing wage job once certified payroll and fringe requirements are factored in.

And it’s not the work that changes.
It’s the compliance behind it.

Miss something?
That’s where margins disappear and risk shows up.

This came up in a recent conversation with the team at Knowify and Jack Biltis. It’s something we see every day at eBacon.

Contractors don’t lose money on the job. They lose it in the payroll.
