CMS doesn't just regulate healthcare. It signals where healthcare is going.

From prior authorization reform and interoperability to GLP-1 access and payment policy, May offered several clues about the future of value-based care.

In the inaugural edition of The CMS Brief, we're breaking down the CMS developments that matter most and why they deserve your attention.

A recent article from Behavioral Health Business explores how value-based care is becoming a strategic anchor for behavioral health organizations. The same can be said in reverse. Behavioral health is becoming a strategic anchor for organizations managing risk.

Why?

Because behavioral health touches nearly every outcome that matters in value-based care.

Patients with untreated or poorly managed behavioral health conditions often experience higher rates of chronic disease complications, lower medication adherence, reduced engagement with care plans, increased emergency department utilization, and higher total cost of care. These challenges directly affect quality performance, utilization management, and financial outcomes.

As CMS continues to advance whole-person care models, behavioral health integration is becoming less of a supplemental service and more of a core capability.

For ACOs and other value-based organizations, the question is no longer whether behavioral health matters. The question is whether behavioral health is being incorporated into care management workflows, patient engagement strategies, risk identification efforts, and longitudinal care planning.

This is where technology becomes increasingly important.

Care teams need a complete view of the patient. They need visibility into behavioral health needs alongside chronic conditions, social drivers, utilization patterns, and care plan activities. They need workflows that support coordinated interventions rather than fragmented care.

Organizations that successfully integrate behavioral health into population health strategies will be better positioned to improve outcomes, strengthen engagement, and manage risk across increasingly complex patient populations.

๐Ÿ’™ This Memorial Day, we pause to honor the brave men and women who gave their lives in service to our country.

Their sacrifice reflects a deep commitment to protecting and caring for others โ€” values that continue to inspire the work we do every day in healthcare.

Today, we remember with gratitude and respect.

The tone at TXAACOs - Texas Association of Accountable Care Organizations felt noticeably different this year.

Not because value-based care has become easier. If anything, the operational pressure continues to increase.
What changed was the conversation.

Less discussion around entering value-based care. More discussion around scalability, infrastructure, workflow integration, AI governance, and whether organizations are actually built to perform consistently as these models continue to evolve.

We pulled together 5 of the biggest themes our team heard throughout TXAACOs in a new blog written by ThoroughCare Founder and Chief Strategy Officer Dan Godla, shaped by conversations and observations from the ThoroughCare team on the ground throughout the conference.

If you are thinking about where accountable care is heading next, this is worth the read. ๐Ÿ‘‰ https://www.thoroughcare.net/blog/strategic-takeaways-txaacos-2026-aco-leaders

Great to be in Dallas for TXAACOs this week.

If youโ€™re here, stop by Booth 20 and say hello to the ThoroughCare. Dan Godla, Founder and CSO, will be there along with Reagan Carroll and JP Yonushonis. Always good to connect in person and hear what youโ€™re seeing across your organization.

Dan will be speaking tomorrow from 1:35 to 2:30 PM on โ€œBuilt In, Not Bolted On: The Future of Care Management in ACOsโ€ alongside Kelly Hidde and Matt Lambert, with Pam Audish moderating.

Looking forward to the conversation.

TXAACOs - Texas Association of Accountable Care Organizations always brings the right people into the room. This year feels even bigger.

Between the conversations around care management, the growing focus on AI, and where policy is heading, there is a lot to pay attention to right now in value-based care.

We pulled together 3 sessions you should not miss, including one we are especially excited about featuring our Founder, Dan Godla. If you are heading to Texas, this is a quick read to help you plan your time. ๐Ÿ‘‰ https://www.thoroughcare.net/blog/txaccos-preview-2026

Value based care is not a strategy conversation anymore. It is an operational one.

Most ACOs have access to data. The real question is whether they can act on it consistently.

As MSSP expectations continue to evolve, performance comes down to how well risk, quality, care management, and financial visibility come together inside the day to day workflow.

We just published a new blog on how ThoroughCare helps ACOs move from data visibility to real ex*****on across their network. If you are thinking about stability and scalability in risk based models, this is worth a few minutes.

๐Ÿ”Ž Humana โ€™s Medicare Advantage growth projection raises an important operational question:

How do you grow membership in a high-utilization environment and still protect margins?

The answer is not fewer benefits.
It is smarter care management.

When seniors are using more hospital services and higher-cost drugs, value-based performance depends on:

โ€ข Proactive chronic disease management
โ€ข Medication oversight
โ€ข Real-time patient engagement
โ€ข Closing gaps before they escalate

Scale without coordinated care increases MLR.
Scale with longitudinal care management improves outcomes and stabilizes cost.

MA growth is only sustainable when the care model can support it.

Care management is at an inflection point.

Teams are being asked to manage more patients, with greater complexity, while administrative demands continue to expand. The work is meaningful. The friction is real. ๐Ÿ”Ž

That reality is exactly why we developed TC Compass - the next step in ThoroughCare โ€™s AI evolution.

Compass is designed to reduce administrative burden and streamline the workflows that power care management โ€” documentation, outreach, patient engagement, and day to day clinical coordination. Not by adding noise, but by removing it.

The timing matters.

Nearly 67 percent of physicians report using AI daily, and adoption continues to accelerate. The conversation is no longer about whether AI belongs in healthcare. It is about whether it makes ex*****on stronger and more consistent. ๐Ÿ“Š

As part of ThoroughCareโ€™s AI suite, Compass helps care teams quickly interpret and apply information already documented across the chart. It consolidates key clinical and operational data into a clearer, actionable view โ€” reducing time spent searching and enabling faster decision making.

At the center of Compass is Smart Summary: a comprehensive patient snapshot that brings risk level, program enrollment, care plan status, documentation highlights, and open needs into one place.

- Nothing new is created.
- Friction is reduced.
- Judgment is supported with clarity.

If you would like to see how Compass can strengthen care management workflows inside your organization, letโ€™s connect. ๐Ÿ‘‰ https://www.thoroughcare.net/request-care-coordination-software-dem

๐Ÿ”Ž This Health Affairs piece is worth a careful read if you are leading an ACO right now.

The central message is not about minor policy adjustments. It is about structural redesign. ACOs cannot compete long term without rethinking how incentives, infrastructure, and care delivery actually work together.

That conversation inevitably leads to technology. Not technology as a feature list, but as operating infrastructure. Systems that support consistent ex*****on across providers, workflows, and populations.

As expectations continue to rise in value based care, the question is no longer whether change is needed. It is whether organizations are building the foundation to support it ๐Ÿ“Š
