The California Energy Commission (CEC) has opened public comment on the Restructured 2025 Energy Code. This effort is intended to improve the organization and navigation of the code by aligning it more closely with the California Building Standards Code.

Public comments are being accepted through May 26, 2026.

The CEC encourages input from those working with the Energy Code, including raters, builders, and energy consultants. Comments may be submitted to Docket 24-BSTD-05, and written comments or technical inquiries can be emailed to [email protected].

The PSR is a one-page summary document used by building officials to verify California Energy Code compliance.

✔ Required ECC testing

The POR is part of the CHEERS Consumer Protection Toolkit and provides project owners with a clear summary of their project's compliance results & associated costs.

The POR helps project owners see:

✅A summary of services completed and associated costs

Under the 2025 Energy Code, proper documentation is just as critical as proper installation.

All verification results must be recorded in the CHEERS Registry, and a Project Owner Report (POR) must be provided at project completion. Missing or incomplete records can delay final inspections.
