California’s SB 54 packaging EPR regulations are now officially in effect.

On May 1, 2026, the Office of Administrative Law approved California’s permanent regulations for the Plastic Pollution Prevention and Packaging Producer Responsibility Act. The law establishes the state’s long-term EPR framework for single-use packaging and plastic food service ware.

Producers selling into California now face major packaging sustainability requirements, including:
• 100% recyclable or compostable packaging by 2032
• 65% recycling rate targets
• 25% reduction requirements for covered plastic packaging

Companies with more than $1 million in California revenue should begin preparing for participation, reporting, and packaging compliance obligations now.
