Washoe County is officially the first to implement Perimeter Plan.

Evacuation planning has traditionally depended on static maps and best guesses. Perimeter Plan brings AI-powered evacuation planning and traffic modeling into the real world, so teams can plan and adapt as conditions change.

It's 2am and you receive a notification “Disaster threat in your area. Evacuate immediately. Visit county website for info.”

As you scramble to find more info, you find yourself thinking "Am I in a dangerous zone? How far is the threat? Which route do I take?"

That's the hard part nobody talks about:
The alert got sent. But that doesn't mean people know exactly what’s happening.

Why?
• Opt-in systems typically reach about 40% of a community.
• Even WEA has opt-outs: 17.5% (about 1 in 6) say they’ve opted out of at least one type.
• One study found that only 1 in 5 people took immediate protective action after a text-based wireless alert.

When there is no immediate clarity of the situation, people do what humans do under stress: they try to verify. They search, they call, they ask neighbors, and most importantly hesitate.

The simplest fix we’ve seen: Keep the alert short, but add one thing that answers the first question everyone asks: does this affect me?
