The results of overall 2016/2017 audit outcomes prepared by the Auditor-General (AG) of the 257 municipalities are in. The results are grim and make clear that the local government system in South Africa is failing. The crux of the AG’s report is that of the 257 municipalities audited‚ 45 regressed and only 16 improved. Only 33 municipalities (13%) managed to produce quality financial statements and performance reports and complied with all key legislation‚ thus receiving a clean audit.

As South African cities aim to battle the effects of climate change, from drought in Cape Town to the threat of rising seas and flooding in Durban, four cities have banded together to try to create zero-carbon buildings, which produce no contribution to climate change in their use of energy.

Working in conjunction with the C40 Cities initiative – a group of major world cities trying to cut climate-changing emissions - the plan is to require new buildings in Johannesburg, Cape Town, eThekwini (formerly Durban) and Tshwane (formerly Pretoria) to become much more energy efficient, to cut electricity bills and greenhouse gas emissions.

South Africa’s state owned power utility, Eskom, distributes 54% of national power to end users. Around 180 municipal power departments distribute the remaining 46%.

Municipal tariffs differ widely. Many are much higher than the equivalent tariff an Eskom customer pays. A medium sized foundry pays 30% more for electricity in Ekurhuleni per kilogram of output than a similar foundry sourcing power directly from Eskom. A small foundry pays 19% more.

Having your personal information leaked online as part of the “Master Deeds” database in 2017 is upsetting, but SensePost CTO Dominic White said credit unions sell such data for a small fee. Compared to the Master Deeds leak, the data from credit unions will also be more complete and up-to-date, said White.

Ratings Afrika has published its latest Municipal Financial Sustainability Index, revealing the best and worst municipalities in South Africa.

The ratings agency‘s report assesses the financial positions of the country’s 100 largest municipalities, and rates them according to their respective financial performances in the latest financial year.

It comes days after Parliament showed that just 10 defaulting municipalities owed Eskom almost R10 billion, led by Maluti A Phofung in the Free State, owing R2.8 billion.

Cooperative Governance and Traditional Affairs (Cogta) Minister Dr Zweli Mkhize painted a stark picture of the number of municipalities which require urgent aid, during his budget vote speech in Parliament.

Mkhizwe told MPs in the Old Assembly chamber on Tuesday, that his department's various reports have shown that 87, or roughly 31%, of the country's municipalities "remain dysfunctional or distressed".

The number seems to have increased from the 55 municipalities Mkhize cited in the category in March. https://bit.ly/2k35HxE
