As courts increasingly consider and adopt AI-enabled tools, an important question arises: who controls how the technology behaves, what data it can access, and who can use it?

Synergy eCase© provides a dedicated AI Admin Center that keeps these decisions in the hands of the judiciary. Authorized administrators can select AI providers and models, define instructions for how AI should behave, specify the data sources it can access, and determine which AI capabilities are available to different users and roles.

This allows judiciaries to adapt AI to their legal, procedural and institutional context while maintaining control over its behavior, access, and use.

Responsible AI in courts starts with clear governance mechanisms that keep the judiciary in control.

Synergy was pleased to welcome H.E. Joseph Nzabamwita, newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Rwanda to the Republic of Armenia, to our Yerevan office.

The visit provided an opportunity to discuss Synergy’s longstanding engagement in Rwanda and our broader experience supporting public sector digitalization. Rwanda is also home to Synergy’s regional office in Africa, located in Kigali.

Among Synergy’s key projects in the country is Rwanda’s Integrated Electronic Case Management System (IECMS), which connects institutions across the justice sector and supports digital case management and information sharing.

With Synergy eCase©, judges, registrars, and court administrators can use natural language instructions to generate reports and build dashboards using case and operational data available within their authorized access.

A user can ask for case volumes grouped by category or request a customized analytical dashboard with filters, charts, and tabular reports. The system generates the requested analytical view without requiring users to configure each element manually.

This helps court administrators and judicial officers access relevant data more efficiently to support planning, performance monitoring, governance, and accountability.

AI in court systems can move beyond answering questions and support court staff in carrying out routine workflow actions, while keeping users in control of each step.

With Synergy eCase©, court staff can use natural language instructions to automate routine workflow tasks. For example, a user can ask the AI assistant to reschedule a hearing. The AI assistant carries out the requested steps, with the resulting change remaining subject to user review and confirmation.

Nothing is submitted automatically. The user reviews the information, makes any necessary adjustments, and confirms the action before the system applies the change to the case record.

This helps reduce repetitive data entry, save court staff time, and minimize manual errors while maintaining human oversight throughout the process.

Introducing Synergy Leadership Insights, a new thought leadership series featuring perspectives from Synergy leaders and experts on the technologies, challenges, and priorities shaping digital transformation across governments and nonprofits worldwide.

In our first edition, Lilit Gasparyan, Program Director for Synergy Auxilium, explores how AI can support social protection systems by reducing administrative burdens for caseworkers, supporting more efficient service delivery, and helping institutions respond more effectively to changing needs.

She also addresses an important consideration for governments exploring AI:

💬 “AI is not a shortcut. Before introducing AI, governments need a strong ground foundation.”

AI can help courts identify potential duplicate or related case filings before they advance through judicial proceedings.

With Synergy eCase©, judicial staff can use an AI assistant to search case records they are authorized to access and identify cases with overlapping parties, similar subject matter, or comparable factual circumstances.

The AI does not make procedural decisions. It presents potential matches for review, while the judicial officer retains full authority over the next steps.

This helps reduce manual cross-referencing, save registrars' time, and support greater procedural consistency across court systems.

Armenia has launched its Digital Greenhouse Gas Emissions Database, marking the successful implementation of the Digital Measurement, Reporting and Verification (MRV) Platform developed by Synergy.

Developed with the support of UNDP in the framework of the Capacity Building Initiative for Transparency (CBIT) project and further enhanced in collaboration with GIZ, the MRV Platform serves as a centralized tool for collecting, processing, and reporting greenhouse gas emissions data.

The platform supports Armenia’s climate transparency efforts by strengthening data consistency, institutional coordination, and evidence based environmental decision making, while supporting international climate reporting commitments.

How can courts speed up case admissibility reviews without compromising procedural integrity?

Synergy eCase© AI Powered Automated Compliance Checks help registrars assess newly filed cases against predefined procedural rules in seconds. The system reviews both structured case data and supporting documents, identifies compliant and non-compliant requirements, explains where issues are found, and suggests steps to help bring cases into compliance.

By supporting rather than replacing professional judgment, the feature helps courts process filings more efficiently while ensuring that registrars retain full control over every decision.
