Tapp Network was proud to sponsor the Hennovate the State Hackathon, hosted by the First State AI Institute at the University of Delaware in partnership with the State of Delaware - Government.

Thank you to Jon Bell for inviting us to support the event, and to Sunita Chandrasekaran, Director of the First State AI Institute and Associate Professor at UD, for helping bring this work to life.

Over three days, students worked alongside Delaware state employees to apply AI and machine learning to public-sector challenges.

We were glad to see Governor Matthew Meyer, Robert Osmond, CIO for the State of Delaware, and participating agencies supporting the next generation of technology leaders.

Thank you to the Delaware Division of the Arts, Delaware Department of Transportation (DelDOT), DMV, Delaware Department of Health and Social Services (DHSS), and the Department of Children, Youth and Their Families for taking part.

We were proud to be in the room for this one. Students were working directly with Delaware agencies on challenges that affect how services get delivered, and local partners were there to help those ideas move from concept to something useful.

Tapp was at the DPH Lab in Smyrna yesterday with the Health in Delaware Institute, judging final presentations from high school students who participated in the HEIDE-STEPS summer program.

It was a great chance to see the programming that lives on the other side of CHECK, the LMS we built to support public health training in Delaware.

The training team created an incredible experience for the students, and the students did an impressive job presenting what they learned.

On-device AI is projected to grow from about $10.8 billion in 2025 to $75.5 billion by 2033, a 27.8% CAGR (Grand View Research). The signal underneath the number is that intelligence is moving onto devices and into workflows, closer to where decisions actually happen.

That matters most for government and the nonprofit sector. These are the fields holding the most sensitive data on the tightest budgets. Running AI on-device keeps that data inside the building and cuts cloud cost and latency, which lowers the two biggest barriers to adoption at the same time.

Our prediction: by the end of 2026, small task-specific models running locally become the practical default for this work. Gartner already projects organizations will use them roughly three times more than general-purpose LLMs by 2027.

What to do now: start with your data and governance, pick one workflow where privacy and speed both matter, and run it on a small local model. The architecture you build there carries everything that comes after.
